Description
Class DefinitionGENERAL STATEMENT OF DUTIES:
To plan, develop, manage, and administer law enforcement based continuing education programs.
Coordinate and develop a comprehensive in-service law enforcement training program for law enforcement agencies throughout the state; to make periodic evaluations of departmental or agency programs relative to determining training needs; budget management, grant management, writing grants, and curriculum development; assess and document the relevancy, efficiency, and educational value of each continuing education training program.
SUPERVISION RECEIVED:
Work is performed under the general supervision of a superior with wide latitude for the exercise of independent judgement; work is reviewed upon completion for results obtained and conformance to agency policies and objectives.

Illustrative Examples of Work Performed
To plan, coordinate and develop a comprehensive in-service law enforcement training program for law enforcement agencies throughout the state.
To coordinate an effective in-service training program for law enforcement agencies.
To make periodic evaluations of departmental or agency programs relative to determining training needs, independently, or in consultation with supervising personnel or subject matter specialists.
To prepare or procure training materials, such as manuals, tests, charts, tools or data for specific training projects or programs.
To perform research for training programs and to provide the instructors with all data and visual aids necessary for proper instruction of trainees.
To conduct training sessions, or to arrange for subject matter specialists to conduct training sessions.
To plan and organize course content for specialized training needs in cooperation with appropriate subject matter specialists.
To evaluate, independently, the effectiveness of in-service training programs in improving employee work performance.
To prepare pamphlets containing information of proposed training programs and disseminate them to statewide law enforcement.
To prepare special reports on the training program, progress reports and other reports as required. To maintain training records of those law enforcement officers that attended training.
To do related duties, as required.
Required Qualifications for Appointment
KNOWLEDGES, SKILLS, AND CAPACITIES:
Thorough knowledge of educational programs related to law enforcement.
A working knowledge of educational principles and practices, teaching methods and use of visual aids as commonly applied in an in-service law enforcement training program; the ability to conduct surveys of departmental training needs, analyze them and develop programs to meet these needs, independently; the ability to develop visual aids and other instructional material to meet training needs; the ability to prepare, or supervise the preparation of, training manuals, tests, charts, or data for specific training projects or programs; the ability to evaluate the effectiveness of in-service training programs in improving law enforcement work performance; the ability to prepare reports containing findings, conclusions and recommendations; the ability to communicate with groups, either orally or in writing; the ability to establish and maintain good working relationships with law enforcement agencies; knowledge of Microsoft Word and Excel, document formatting and related office practices; ability to handle confidential information and administrative details in a law enforcement related environment; knowledge and experience in organizing and executing virtual learning platforms such as ZOOM, Microsoft Teams, and related capacities and abilities; experience and knowledge in grant writing, to include the research, preparation, and submission of grant applications; the ability to establish and maintain relationships with private institutions and/or corporations as well as law enforcement agencies.
EDUCATION AND EXPERIENCE:
Education:
Such as may have been gained through graduation from a senior high school with a preference of a college degree in a related field; and
Experience:
Such as may have been gained through a minimum of five (5) years law enforcement experience, including experience with the administration of educational programs related to law enforcement.
Experience with instructional/teaching/lecturing in law enforcement, or related field, preferred. Experience in organizing and conducting in- service training or law enforcement professional development programs.Or:
any combination of education and experience that shall be substantially equivalent to the above education and experience.
Special Requirement:
This position requires the successful completion of a criminal history background check, credit check and character/background investigation.
