Job Duties
The Virginia Dept.

Of Transportation's Northern Virginia District is seeking a dynamic transportation professional with a focus on program management, Transportation Demand Management (TDM), and communication to join the Transportation Planning Section.

This role will involve management of District TDM programs and coordination on various multimodal transportation efforts - as well as promotion of programs internally and externally.


The goals of this role and associated programs are to improve mobility, travel options, and quality of life for the traveling public across all modes in a complex region, while also reducing congestion and improving air quality.

TDM programs incorporate promotion and incentivization of travel options like transit, carpool/vanpools, flexible work schedules/locations, walking/biking, emerging modes, HOV travel, and more.

Responsibilities to include but may not be limited to:

VDOT program management:

manage NOVA District's Transportation Demand Management (TDM) programs; coordinate on TDM program funding and administration efforts; monitor and share regional multimodal data and regional travel trends across multiple modes.


Multimodal planning coordination:

represent VDOT on regional committees (like at MWCOG TPB/Commuter Connections); coordinate extensively with local/regional/state entities to accomplish projects and goals; host TDM coordination meetings with staff across Northern Virginia; and work with various VDOT divisions in Central Office on policies/documents.


Support studies and plans:

review and provide comments on internal and external plans/studies; support the development and implementation/promotion of VDOT's Megaproject Transportation Management Plans (TMPs); participate in efforts like STARS and Project Pipeline studies, SMART Scale project review process, as needed.


Research and communications, presentations:

provide thoroughly researched responses on a variety of requests; create and deliver polished presentations or talking points; provide promotion and education on VDOT multimodal efforts internally/externally.

Special projects as assigned, potentially incorporating innovation/technology.

Organizational tasks:
track projects, work tasks, and budgets; maintain organized records/notes.


Those selected for an interview will be required to bring a transportation-related work sample.

Minimum Qualifications
Ability to plan, prioritize, coordinate and complete multiple assignments within scheduled timeframes.


Skill and ability to positively interact with employees, citizens, contractors, and government officials - while tactfully representing Agency values and positions.

Ability to evaluate and develop innovative ideas for mobility initiatives and promotional campaigns.

Ability to review, update, and track contracts/agreements and financial resources.

Knowledge of federal, state, or local transportation planning procedures and policies.

Ability to attend and/or host regional and state coordination meetings and make presentations to an audience.


Additional Considerations
A combination of training, experience, or education in Transportation Planning, Public Administration, or related field desired.
Progressively responsible experience in program management, funding and budget management.
Experience working with multi-disciplinary teams and other transportation professionals on a wide range of transportation-related issues.

Experience with technology, for example:
data analysis tools, mapping tools, mobile apps.
Experience with marketing campaigns.


Special Instructions
Valid Driver's License. Fingerprint based background check, references, work history, and DMV records check will be conducted.

Occasional travel throughout the region and state for meetings/events may be required.
Ability to attend evening meetings may be required.
Occasional walking on irregular terrain up to one mile may be required.
