The HR Technician II to function as a Recruiter/Salary Administrator at Caswell Developmental Center.

The Recuiter/Salary Administrator is responsible for full life cycle recruiting and sourcing, qualifying, and guiding candidates through our hiring process.

Job responsibilities include the following:

Post positions in applicant tracking system, screen applications, and refer to hiring manager;
Work closely with hiring managers throughout the entire recruitment process;
Work closely with applicants and hiring managers, providing training and consultation regarding the recruitment/selection process;
Maintain Smartsheet data regarding position and candidate status;
Monitor metrics that improve sourcing efficacy;
Prepare salary administration packets considering qualifying education and experience, equity, and funds in compliance with the Office of State Human Resources (OSHR) and Department of Health and Human Services (DHHS) policies and procedures;
Ensure compliance with all recruitment and salary administration policies and procedures as well as laws;
Enter actions in the payroll system related to new hires, transfer, and promotions
Developing recruitment materials and attending job fairs.

Work Hours:

The normal working hours for this position are Monday - Friday, 8:00 AM- 5:00 PM; however, flexibility is required in order to meet recruitment and facility needs.

Qualified candidates must document on the application that they clearly possess all of the following:

Working knowledge of the recruitment and selection process, including sourcing applicants, preparing effective postings, and onboarding processes;
Proven ability to screen and evaluate applicants effectively;
Proficiency using Microsoft Office programs such as Word, Excel and Outlook;
Demonstrated experience using an applicant tracking system (ATS) and Human Resources Information Systems (HRIS);
Experience in running reports, analyzing data and preparing requests and reports in a user-friendly format;
Experience with using salary administration policies to identify acceptable salary offers.

Management prefers applicants with the following:

Experience using NeoGov, Smart Sheet, and Integrated HR-Payroll System
Salary Administration experience with State Government
Experience sourcing health care related jobs

Associate s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required;

or

Two years of progressive experience in Human Resources; or equivalent combination or education and experience.

Degrees must be from an appropriately accredited college or university.
