This position plays a central role in how our city grows, moves, redevelops, and evolves. The Director will guide comprehensive planning, mobility strategy, redevelopment work, zoning, economic development activity, and long-range land use planning. They will lead an experienced team of planners and development professionals and work directly with the City Manager. We want someone with a strong command of planning, development review, and economic development. Someone who can work through complex issues and offer clear and practical solutions. Someone who can lead major projects, negotiate development agreements, present to boards, and collaborate across departments. Someone who can lead and participate in innovation projects and programs at the Altamonte Global Innovation Lab. Provide managerial leadership to the Department of Growth Management by implementing innovative policies and programs for planning, economic development, redevelopment and land development for the City. Responsible for development and administration of the comprehensive planning program, leading development reviews with a team of professionals, the preparation of vision plans and code amendments and, developing and assigning work teams for special projects and setting department goals and objectives.
- Directs, develops, analyzes, and evaluates comprehensive planning, transportation and mobility initiatives, land-use administration, economic development activities, legal documents, developer agreements, impact fee programs, and socio-economic analyses.
- Prepares and reviews planning and land development code amendments, regulatory updates, and zoning-related proposals.
- Oversees and participates in the application and interpretation of land development codes, zoning regulations, and related land-use standards.
- Selects and manages consultants for transportation and growth management services as assigned.
- Directly supervises the Development Services Manager and Chief Planner, and provides leadership, mentorship, and coaching to departmental staff, supporting professional development and succession planning.
- Oversees the preparation and administration of the Department's annual budget.
- Negotiates criteria and conditions for development and redevelopment projects, including development agreements and other legal documents
- Oversees Department recommendations to the City Manager, City Commission, Planning Board, and Board of Zoning Appeals.
- Acts as project manager on various projects as assigned by City Manager, typically in collaboration with other City Departments
- Represents the City on regional transportation committees, regional planning committees, and other various boards and committees as assigned by the City Manager.
- Attends meetings on a variety of administrative, land development, land planning, and economic development topics.
- Collaborates across departments to ensure robust communication, team building, and effective interdepartmental coordination.
- Participates with the City Manager in national and international innovation groups, promoting creative and forward-thinking approaches to growth management.
- Participate in or lead digital twin programs of the City.
- Participate in or lead innovation programs through the Altamonte Global Innovation Lab.
- Drives to and from various city locations and other government agencies. Perform additional duties as assigned. Be available for emergency call-outs, and natural disasters.
- Completes required trainings as specified within the City's Comprehensive Emergency Management Plan.
- In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
MINIMUM QUALIFICATIONS:
- Bachelor's degree from an accredited college or university in urban planning or city planning, public administration, engineering, architecture, geography, or directly related field.
- A minimum of eight (8) years professional experience in urban planning or executive government administration at the local level, to include four (4) years supervisory experience at a senior management level. (An equivalent combination of training, education and experience may be considered.)
- Experience with applying the principles and practices of transportation planning.
- Experience with development review and zoning administration, including drafting and applying land development codes and regulations.
- Very strong written and verbal communication skills and strong interpersonal skills.
- Very strong proficiency using Microsoft Office and its features.
- Demonstrated ability to work collaboratively, with a strong sense of team building and staff engagement.
- Valid Driver License. Must obtain Florida driver license within thirty (30) days of employment.
Preferable Qualifications
- Master's degree in urban planning or city planning, public administration, or directly related field.
- Florida work experience and knowledge of Florida planning laws and practices.
- Experience applying principles and practices of comprehensive planning and economic development.
- AICP certification
- CNU -A certification
- Willingness to adopt AI and emerging technologies.
Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and the CJIS (Criminal Justice Information Services) Security Clearance process to include national fingerprint-based records check and approval for controlled access to protected information

Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).
