    Job Responsibilities

    York Technical College, a member of the South Carolina Technical and Comprehensive Education System, is a public, two-year institution of higher education that offers a variety of associate degrees, diplomas, and certificates. Through maximizing student success, the College seeks to contribute to the economic growth and development of York, Lancaster, and Chester counties and of the State.

    The Procurement Specialist performs the following functions:
    • Assists with Purchase management functions. Reviews requisitions, utilizes state/college contracts, and processes purchase orders. Prepares solicitation documents, conducts bid openings and review, and assists with contract awards. Assists employees with research of products and services they need purchased. Manages and administers vendor and on-line service accounts. Consults with procurement manager and state procurement office for complex quotes and bids. Utilizes state procurement manual and codes as a resource.
    • Serves as the Procurement Card Administrator. Sets up new accounts, distributes p-cards, and manages cardholder issues. Manages monthly p-card statements, reconciliation, and audits. Works with cardholders and Accounting to allocate purchases to appropriate accounts. Recommends process improvements for p-card management and works with the participating bank. Assists procurement manager with training and updating the procurement card manual.
    • Assists with all areas of Asset Management following State regulations and College program requirements. Reviews asset purchases for appropriate object codes and coordinates with Accounting to identify capital assets to be tracked in asset inventory. Tag assets including capital equipment, vehicles, computers, devices, fixtures, and furniture. Maintains asset purchase records and inventory database. Tracks life cycle and movement of assets. Assists with reporting of assets to the College and State. Performs physical inventory on a monthly/annual basis. Assists procurement manager with training for all departments.
    • Coordinates the transfer of all salvageable items with State Surplus Property Services for final disposition. Coordinates the disposal of all non-salvageable items in accordance with appropriate federal or state guidelines. Completes and submits monthly Turn-In Document (TID) reports. Coordinates the sale of vehicles and equipment through the State Surplus Property Services. Assists with training for College and updating process procedures.
    • Assists with daily Mail Services Management to sort/distribute mail to campus mailboxes and coordinate outgoing mail. Responsible for mail machine management including maintenance, supplies, and invoices. Manages postal accounts for departments. Processes monthly postage allocation reports & permit fees to Accounting. Assists with other duties as required including auditor requests, archive management, and servicing walk in customers.
    Minimum and Additional Requirements

    A high school diploma and work experience directly related to the area of employment.

    • Or a high school diploma and at least three years of related experience, some college preferred, or any equivalent combination of education, background, and work experience.
