- Provides technical assistance and information to staff and the public in the administration of specific planning program areas or ordinances
- Reviews building plans and zoning permit applications to assure compliance with requirements such as use, bulk, placement, and parking ratios
- Reviews site and landscape plans and may issue zoning permits.
- Performs routine office tasks in designated program areas, including data entry, file management, copying, answering telephone, and responding to emails.
- Develops and maintains automated tracking systems, hard copy files and records
- Prepares narrative staff reports and recommendations of limited complexity, such as special use permits and variances
- Researches and compiles information on a variety of planning issues from multiple sources
- Performs zoning inspections to insure compliance with City of Kings Mountain's UDO
- Prepares public notices, verifies property ownership, and sends property owner notifications
- Maintains records of trips and inspections performed and any follow-up that may be required
- Prepares maps, charts, tables of limited complexity
- Investigates violations of planning regulations and ordinances, including site visits
- Attends public meetings, assisting other planning staff as appropriate
- Posts public notification signage, removes illegal signage from right-of-way locations as necessary
- Responsible for coordination with 911 Dispatch to assign addresses for all new construction and infill construction
- Performs other related tasks as needed
- Knowledge of planning principles and practices, including pertinent specialties
- Knowledge of principles and practices of research and data collection
- Knowledge of effective writing techniques
- Statistical, algebraic or geometric knowledge and ability to apply such knowledge in practical situations
- Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, planning specific software (OpenGov and enCode), and basic GIS
- Oral communication and interpersonal skills to explain rules and procedures clearly to the public
- Problem-solving skills to gather relevant information to solve vaguely defined practical problems
- Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions
- Ability to work on several projects or issues simultaneously
- Ability to work independently or in a team environment as needed
- Sometimes physical work requiring basic life operation functions of stooping, bending, crouching, reaching, standing, walking, climbing, lifting, grasping, fingering, talking, hearing, and repetitive motions are necessary.
- Must be able to perform medium work exerting up to 50lbs of force occasionally, and or up to 20lbs of force frequently, and up to 10lbs of force constantly to lift or move objects.
- Must be able to express and exchange ideas verbally and written, and must convey information accurately.
- Must possess the visual acuity to prepare and analyze data and figures, operate a computer terminal, operate a motor vehicle, perform field site inspections, and use measurement devices.
- The Planner / Zoning Technician requires a bachelor's degree in planning, geography, economics, or a related field of study. An equivalent combination of education and experience may be considered.
- Experience in plan review, zoning administration, zoning and building code permit review and issuance is a plus.
- NCAZO Certification or ability to obtain within 3 years of hire.
- Must have a valid driver's license and be approved to operate a motor vehicle.

The position of Planner / Zoning Technician is entry level professional work. This position works closely with the public on a regular basis to provide customer service for planning issues and enforcement related to the City's Unified Development Ordinance.
