    Job Description

    The Program Manager will oversee all operations of the program including employee supervision, fiscal management, day-to-day operations, and site management and is responsible for compliance of program policy and procedure as pertains to state and contract regulations. The Program Manager ensures that employees are providing a safe and fostering office environment to program participants while serving as point of contact person to mainstream community agencies, service providers and stakeholders. Complete all required program and client reports to verify service delivery and comply with program and audit requirements. Participate in all required internal and external meetings, trainings and conferences.

    RESPONSIBILITIES

    • Oversee daily operations of the office.
    • Oversee all customer relations to include day to day issues and/or concerns, barring, grievances, and other related issues that arise.
    • Maintain personal and professional boundaries and confidentiality at all times.
    • Report Serious Incidents to the Program Director.
    • Ensure that all inspections and licensing requirements are met.
    • Assist Program Director with hiring, training, deploying new staff.
    • Manage direct-report staff and assist with supervision of other staff.
    • Interview volunteers or interns, in coordination with Program Director, who are interested in working with the program(s). Prepare agency required volunteer/intern paperwork and submit as appropriate. Assist in training, deploying and managing volunteers/interns as needed.
    • Prepare and meet with employees for 90-day and annual performance appraisals.
    • Complete weekly shift schedule including planning for absences.
    • Schedule temporary staff as necessary, consult with the Program Director and assigned staffing agency for coverage and feedback as required.
    • Collaborate and coordinate with relevant intra-agency programs and all other external programs in the best interest of the clients served and their respective Service Plans.
    • Work with the Program Director to develop program policies and procedures as required by Catholic Charities and other funders.
    • Knowledge and/or developing knowledge of federal, state, and local contracts or grants for client services. Keep abreast of changes or waivers to federal, state and local policies and directives as related to clients and services. Implement new program guidance where necessary.
    • Implement and reinforce required policies and procedures.
    • For program(s) assigned, adhere to programmatic and contractual timelines for provision of services, and complete monthly/semi-annual/annual reports of client enrollments and progresses as well as program expected performances and outputs.
    • Participate in grant writing or contract compliance to support the program's clients as needed.
    • Participate in and moderate internal staff meetings.
    • Participate in agency meetings, external meetings, trainings and conferences as required.
    • Secure interpreters for clients on an as needed basis.
    • Maintain client and program confidentiality at all times.
    • Local travel as required.
    • Occasional work hours required on evenings or weekends to accommodate meetings and/or public or community outreach.
    • Other responsibilities assigned as necessary.

    QUALIFICATIONS

    • Bachelor's degree in social service, MSW preferred.
    • Minimum of five years of direct care or work experience in intercultural relations, non-profit management, social work or another related field.
    • Minimum of two-year equivalent experience working with marginalized persons in a nonprofit setting and/or overseas immersion, study abroad, volunteering or internship working with such population.
    • Strong background and knowledge of mental health and/or addiction issues preferred.
    • Demonstrated familiarity working with a diverse and often difficult client population experiencing barriers to life stability, integration and self-sustainability.
    • Working knowledge of mainstream public benefits, services, resources available, and their operational procedures and regulations.
    • Experience working with community resources and familiarity with the population being served.
    • Proven knowledge of public policies and how they affect customers/clients served.
    • Proven skill, prior training and competency with crisis avoidance, de-escalation skills and/or conflict, crisis management preferred.
    • Competent leadership and decision-making skills.
    • Strong organizational ability with exemplary attention to detail and multi-tasking skills.
    • Interest and ability to work as a member of a team and/or independently.
    • Keen attention to the needs of others, good communication and listening skills.
    • Ability to work various hours on site and on call as required. The schedule may change to meet the needs of the program.
    • A commitment to the mission of Catholic Charities including understanding and identifying with the organizational mission.
    • Excellent administrative and computer skills including working knowledge of familiarity with ADP, VESTA/HMIS, Microsoft Office Suite and proven competency with virtual platforms such as TEAMS, Zoom, Commonwealth of Massachusetts' Virtual Gateway, RISIS online application and/or any other technical platforms.
    • Demonstrated commitment to valuing diversity and to promoting a diverse and inclusive working environment.
    • Must be reliable, professional, patient, and able to produce results with minimal supervision.
    • Ability to function in a fast-paced cross-cultural environment.
    • Adherence to and achievement of identified outcomes and metrics.
    • Fluency in written and spoken English and another language spoken by clients preferred.
    • Ability to work periodic evening or weekend hours as required.
    • Must be able to push, pull and/or lift up to 25 pounds.
    • A valid driver's license and good driving record.
