    PURPOSE OF CLASSIFICATION

    The purpose of this classification is to perform skilled work functions in HVAC/electrical maintenance associated with maintenance of county buildings, facilities, HVAC units, and related equipment/systems. This position reports to the Facilities Coordinator.


    ESSENTIAL FUNCTIONS

    The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

    Performs electrical repair and maintenance work on county buildings, facilities, and related systems; ensures that construction, operation, and maintenance of buildings, equipment, and systems are in compliance with all applicable laws and regulations.

    Receives various forms, reports, work orders, purchase orders, blueprints, diagrams, specifications, code books, manuals, catalogs, reference materials, or other documentation; reviews, processes, forwards, or retains as appropriate. Prioritizes work orders; calculates and orders required materials and parts.

    Pulls wire and cable through ceilings and down walls to outlet box; installs surface-mounted tubing on walls for cables.

    Search out and read technical manuals to accurately troubleshoot and repair electrical problems, equipment, and control systems.

    Inspects, tests and performs preventive maintenance on panels, electrical lighting systems, and related components, machinery, and equipment for proper operations; detects hazards and makes adjustments, repairs or replacements as appropriate.

    Operate, maintain, install and repair air conditioning, heating, ventilation, exhaust, and refrigeration equipment, including compressors, motors, coils, valves, refrigerant lines, controls, chillers, and heating components on HVAC systems for all county buildings, facilities, and related systems; ensures that construction, operation, and maintenance of buildings, equipment, and systems are in compliance with all applicable laws and regulations.

    Maintains records of maintenance schedules and maintenance performed as well as EPA required records of refrigerant usage and purchase for HVAC equipment.

    Installs, maintains, and repairs receptacles, breakers, ballasts, electrical panels, switches, fluorescent light fixtures, air distribution systems, and components.

    Completes minor duct work additions and renovations; installs small air conditioning units, heaters, exhaust fans, and compressors.

    Must be able to comprehend and interpret mechanical and control drawings, schematics, and technical specifications.

    Suggests capital improvements on building equipment as needed; assists in estimating and planning maintenance and construction projects.

    Familiarize staff in the proper routine operation of user controlled HVAC equipment and controls.

    Assist in the design and specification of new HVAC and control systems and verifying the performance of work completed under purchase order contracts.

    Transports, loads and unloads various equipment and materials used in projects.

    Communicates with supervisor, employees, other departments, contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

    Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls as necessary.

    Maintains a comprehensive, current knowledge and awareness of applicable rules/laws/regulations in both electrical maintenance and HVAC servicing/refrigerants; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

    Responds to after-hour emergencies as well as participates in an after-hour emergency on-call rotation.

    Adheres and ensures adherence to established safety procedures and county Safety Policies and Procedures; oversees utilization of safety equipment and monitors work environment to ensure safety of employees and other individuals.

    Performs various skilled, semi-skilled, and manual work functions associated with maintenance of buildings and equipment, which may include constructing building frames, pouring/finishing concrete, building concrete forms, repairing roof leaks, replacing asphalt shingles, installing trim, hanging doors, installing carpet/tiling, painting surfaces, replacing motors, maintaining pumps, cleaning condenser coils, replacing filters, installing duct work, fabricating ventilation hardware, adjusting ventilation dampers, programming/replacing thermostats, installing/repairing plumbing lines/fixtures, repairing plumbing leaks, clearing clogged toilets/drains, testing electrical components, repairing/maintaining appliances, wiring telephone outlets, adjusting public address systems, changing light bulbs and ballasts, installing/re-keying locks, cutting keys, running cables/wires, moving furniture/equipment, and lifting/moving heavy materials.


    ADDITIONAL FUNCTIONS

    Provides assistance to other employees or departments as needed.

    Performs other related duties as required.


    MINIMUM QUALIFICATIONS

    High school diploma or GED; supplemented by vocational/technical training in mechanics, painting, plumbing, electricity, carpentry, general building construction, or a related field; supplemented by three (3) to five (5) years previous experience and/or training that includes commercial HVAC maintenance and repair, mechanics, painting, plumbing, electrical work, construction or general building maintenance/repair; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver's license.

    Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information.

    Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

    Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

    Situational Reasoning: Requires the ability to exercise judgment, decisiveness, and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.

    Physical Ability: Tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials pounds).

    Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
