This recruitment will establish a
county promotional eligible list. This list will be used to fill immediate and future Real Property Agent III positions.

This eligible list may also be used to fill positions in similar and/or lower classifications throughout the County of Orange_.

COUNTY EXECUTIVE OFFICE, REAL ESTATE SERVICES

  • The
    County Executive Office (CEO) Real Estate is the lead division for the County on all real estate matters including, but not limited to acquiring, selling, leasing, constructing, operating and maintaining County and Flood Districtowned and occupied facilities and assets. CEO Real Estate provides information, analysis and recommendations to County leadership to optimize real estate decision making for the benefit of the County. CEO Real Estate thrives on coordinating the activities of the County's many agencies to increase leverage in real estate transactions to obtain the most favorable transactions for the County. CEO Real Estate assists all County agencies and departments in meeting their real estate requirements consistent with applicable laws and ordinances, and real estate best practices.

THE OPPORTUNITY

  • The Real Property Agent III is responsible for performing complex functions relating to the acquisition and management of the real estate assets of a public entity.
  • The responsibilities of the Real Property Agent III include but are not limited to:
  • Negotiate and prepare documents needed to purchase, sell, lease or license real property
  • Manage Countyowned real property by developing and administering revenueproducing leases, licenses and operating agreements
  • Manage the database of County owned and leased properties with the aid of complex Excel spreadsheets
  • Research comparable properties, economic trends and other industry data using industry databases
  • Prepare financial feasibility, zoning and entitlement studies relating to the prospective use of real property
  • Work with procurement professionals to contract for all types of services relevant to real estate matters
  • Prepare written status reports and transaction memoranda explaining the disposition of liens and encumbrances
  • Review title reports and the underlying title documents
  • Read and understand appraisals, surveys and facility condition assessments
  • Coordinate policy and legal issues with County Counsel, the County Executive Office and the County Board of Supervisors
  • Monitor facilities operation issues

DESIRABLE QUALIFICATIONS

Technical Skills |Real Estate Knowledge and Experience

  • Familiarity with real estate, title, escrow and law
  • Knowledge of the philosophy, principles, procedures and practices in relation to property administration and management
  • Preparing, negotiating and enforcing real estate contracts
  • Conducting real estate financial, market and cost benefit analysis
  • Proficiency with Microsoft Word, Excel, Power Point, and Outlook
  • Performing simple and complex multiyear financial analysis
  • Proficiency in real estate database management or administration

Communication Skills |Oral & Written Communication

  • Explaining and stating complex real estate terms and conditions articulately
  • Presenting ideas and complex reports clearly, concisely, logically and persuasively both orally and in writing
  • Understanding complex real estate policies, regulations and guidelines
  • Building consensus among diverse groups of clients for the purpose of meeting business objectives
  • Working effectively and collaboratively with clients to gain cooperation, to get things done and accomplish work goals
  • Using appropriate interpersonal skills to build and maintain effective and constructive working relationship with clients, employees, supervisors, managers, County Counsel, County Executive Office, County Board of Supervisors and the general public
  • Managing conflicting points of views professionally, functioning well under pressure and effectively handling situations requiring difficult interactions with the goal of reaching a resolution
