SALARY INFORMATION

  • In addition to performancebased merit increases, this position is scheduled to receive salary range increases on the following dates:
  • Effective June 28, % increase
  • Effective June 27, % increase

  • This recruitment is being held to establish an open eligible list to fill current and future Maintenance Inspector positions throughout the County of Orange. The current vacancies are within OCCR Facilities Management._ This recruitment may also be used to fill positions in similar and/or lower level classifications._

    OC COMMUNITY RESOURCES (OCCR)

OC Community Resources is a multi-faceted department comprised of OC Animal Care, OC Community Services, Housing & Community Development, OC Parks, and OC Public Libraries.


OCCR FACILITY MANAGEMENT

The OCCR Facilities Management is responsible for management and maintenance of buildings and grounds that house and support the programs within OCCR.

OCCR Facility Management implements and uses best practices to deliver cost effective services, provide staff with safe, clean and productive work sites.


  • OCCR client programs include OC Public Libraries with 33 facilities, OC Housing and Community Development, and OC Animal Care operating a modern 24/7/365 facility consisting of kennels, cattery, administrative offices and surgical/medical suites.

THE OPPORTUNITY

The Maintenance Inspector is responsible for customer and contractor relationships, customer service, facility management, and contract management for OCCR managed buildings.

- The job duties include but not limited to the following:

  • Performs preventative and non-routine inspections for OCCR Program Facilities on a scheduled or as needed basis, including conducting root cause analysis, developing alternatives, making recommendations, and ensuring completion of maintenance-
  • Inspects equipment, including functionality, and recommends service intervals, and life expectancy-
  • Prioritizes, responds, and conducts preventative maintenance inspections-
  • Oversees the work of contractors including inspecting and ensuring the work is completed-
  • Creates and reviews computerized maintenance management system work orders, ensures they are appropriately completed and in a timely manner-
  • Prepares specifications and develops contract scope of work to address maintenance and repair needs for County facilities and service areas
  • Works with Contract Administrators and procurement to initiate contracts with vendors
  • Responds to On-Call requests during assigned oncall periods
  • Completes mandatory training and participates in meetings
  • Works collaboratively with unit staff, OCCR programs/departments, other County departments, vendors, cities, utility districts and others
  • This position requires physical stamina to stand, stoop, walk, drive, climb ladders, and work in all weather conditions. The incumbent must have the ability to respond after normal business hours, weekends, holidays, and as part of a rotating assignment.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
  • Experience with HVAC or building automation systems is desired, but not required.

TECHNICAL EXPERTISE

  • Knowledge and skill in facility operations and maintenance
  • Knowledge in the evaluation of contract scope of work
  • Knowledge and skill to inspect building and mechanical systems and other infrastructure to determine a properly maintained condition
  • Ability to interpret and understand federal, state, and local legislation, policies, regulations and issues that pertain to the assignment.
  • Provide alternatives and initiate or recommend corrective actions
  • Knowledge of facilities or maintenance management software

  • Identify, organize, facilitate, and/or sustain partnerships and alliances with internal and external stakeholders
  • Coordinate efforts with stakeholders to ensure awareness, share information, and provide updates through completion and close out

  • Effectively communicate with peers, management, vendors, public, and city or county staff to achieve business objectives
  • Effectively present thoughts, ideas, information, and messages clearly, concisely, logically and persuasively both orally and in writing

PROBLEM SOLVING AND ANALYSIS

  • Identify root cause of problems in building and mechanical systems, processes, and workflows
  • Examine cost estimates and quotes for completeness, accuracy, and conformance with policy
  • Analyze and review contract specifications, invoices and other documents.
  • Perceives impact and implications of decisions
