    The following are the duties of this position at the full working level.

    If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.


    • Analyzes replies to all AUR notices that propose adjustments to income, deductions, payments and/or taxes in which the taxpayer disagrees. Determines acceptability of the taxpayers' explanation of the proposed adjustments and any other issues that arise. Enters data in the automated system to generate notices, issue revised notices, and other letters. Takes appropriate actions to close cases.
    • Examiner will have written or verbal contact with English and Spanish speaking taxpayers and/or their representatives responding to IRS contacts regarding AUR situations. Analyzes all available information and takes corrective actions, such as, credit transfers requests, re-computes tax, penalty and interest (including restricted interest) and obtains information and explains adjustments, while encouraging compliance, to taxpayers, their POA and third parties. May contact the taxpayer, POA or third party to secure or clarify information.
    • Examiner may work cases through Universal Case View, perform phone duties, access cases from other AUR sites. Additionally, employee may be required to access IDRS using various command codes to view taxpayers' accounts regarding payments received, reviewing transaction codes to determine the status of the case, making account adjustments, and transferring calls to the appropriate area.
    • Identifies payer agent information and follows procedures for resolving issue(s).
    • Enters data into the AUR automated system to adjust tax, penalty, and interest and credit adjustments. Account actions take into consideration prior adjustments, math error corrections, and taxpayer errors not identified in original processing while working paper or electronic cases and performing phone duties.

    • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
    • You will be considered for telework, after at least twelve (12) months of employment with IRS. During this 12 month period you will be expected to work in-office for the 12 month period.
    • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
    • Undergo a review of prior performance/conduct and an income tax verification. Refer to "Get Your Tax Record" at ) to check the status of your account, balance owed, payment history, make a payment, or review answers to tax questions. If you are not in compliance, you will be determined unsuitable for employment with IRS.
    • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
    Qualifications

    Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

    Specialized Experience/ Education GS-05:


    Applicants must meet one of the following: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-04) in the Federal government.

    Specialized experience is defined as progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of this position.

    This may be paid or non-paid experience.

    Examples of qualifying experience include experience performing a variety of miscellaneous tasks involving researching and processing financial documents, reviewing information and determining corrective action on accounts, researching for missing/unclear accounting information and reviewing financial documents submitted for completeness.


    OR You may substitute education for specialized experience as follows: A Bachelor's degree or four years of education above high school in any field of study from an accredited business, secretarial or technical school, junior college, college or university.

    OR Have a combination of education and experience equivalent to one year of specialized experience. Post-high school education must be from an accredited business, secretarial or technical school, junior college, college or university.


    Specialized Experience GS-06:

    Applicants must have:

    At least one (1) year of specialized experience equivalent to the next lower grade level (GS-05) in the Federal government.

    Specialized experience is defined as progressively responsible clerical, office, or other work that demonstrates the ability to acquire the particular competencies needed to perform the duties of this position.

    Examples of qualifying experience include, experience dealing with the public analyzing tax or accounting issues. Experience resolving problems, adjusting accounts, and providing information on financial issues.


    Specialized Experience GS-07:

    Applicants must have:

    At least one (1) year of specialized experience equivalent to the next lower grade level (GS-06) in the Federal government.

    Specialized experience is defined as experience that is related to the work of this position and has provided you with the competencies necessary for successful job performance.

    Examples of qualifying specialized experience include bookkeeping or accounting duties, working with the public analyzing tax or accounting problems and resolving high-conflict differences through use of established guidelines, dealing with customers in person, in writing or by telephone in a variety of situations that require solicitation of information to identify concerns and offer solutions, interpreting account information to address a variety of issues, guidelines, and past transactions.


    AND

    You must meet the following special requirements:
    THIS IS A BILINGUAL POSITION. Applicants will be required to demonstrate proficiency in SPANISH.

    You must be able to speak, read and write the selected language in order to be considered proficient in that language.

    If you indicate language proficiency, you may be tested at some point in the hiring process to determine if you possess the required level of proficiency.

    If you are unable to demonstrate proficiency, you will not be qualified for these positions.

    For positions with an education requirement, or if you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent.

    A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S.

    Education completed in foreign colleges or universities may be used to meet the requirements.

    You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S.

    • A 1-year probationary period is required.

    • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
    • This is a bargaining unit position.
    • Tour of Duty:
    • Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.
    • Swing Shift - Start and stop times between 2:00 p.m. and 1:30 a.m.
    • Shifts vary by location. We will try to offer the shift of your preference, but you may be offered an alternate shift upon selection. Actual TOD will be determined at the time of selection.
    • Alternative work schedule, staggered work hours or telework may be available.
    • A recruitment incentive may be authorized for eligible, highly qualified applicants. The incentive will be $2,000 and will require a two-year service agreement. The service agreement details will be provided to new employees prior to entrance on duty. This monetary incentive will be disbursed as outlined in the service agreement.
