    Position Objective:

    Provide management and direction to progress capital projects related to various types of equipment work including specification development and project management for rolling stock overhauls and procurements.

    Responsibilities:

    • Provide project management and direction for direct reports, consultants, and contractors involved in the implementation of rolling stock overhaul and procurement contracts.
    • Participate in program execution in all areas including design and commercial aspects.
    • Manage and provide technical advice, guidance, and supervision to Equipment Engineers.
    • Work with the Procurement & Material Management department on the resolution of extra work, claims, and other contract matters.
    • Act as liaison with operating and support departments regarding the design and development of rolling stock projects.

    Required Qualifications:

    Required Knowledge/Skills/Abilities:

    • Working Knowledge of State, Federal, and industry codes as they relate to rolling stock.
    • Working Knowledge of transportation operations.
    • Competent understanding of rolling stock design principles.
    • Strong management and coordination skills are required to plan, supervise, and execute Capital Projects.
    • Strong verbal and written communication skills.
    • Self-Starter
    • A solid working knowledge of Program Management, QA/QC principles.
    • Strong interpersonal skills with the ability to work as part of a team.
    • Ability to present technical material to public officials or community groups.
    • Ability to interact with internal departments and City, State, and Federal Agencies.
    • Working Knowledge of MS Office Suite.
    • Familiarity with Critical Path Method (CPM) Scheduling, Including Primavera.
    • Valid driver's license.

    The following is/are preferred:

    • Familiarity with Metro-North Railroad operations and its corporate structure.

    Required Education and Experience:

    • Bachelor's degree in engineering with a minimum of seven (7) years of experience in passenger railcar/locomotive design and/or maintenance environment or completion of Metro-North Railroad Associate Engineer Program.
    • Master's degree in engineering with a minimum of five (5) years of experience in passenger railcar/locomotive design and/ or maintenance environment or completion of Metro-North Railroad Associate Engineer Program.

    This position is safety-sensitive and subject to toxicological testing.

    Other Information

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
