    Job Title: Senior Business Analyst
    Company: Disability Advocacy Group

    Location: Raleigh, North Carolina (Onsite)
    Duration: 12+ Months

    Description of Work:
    • The company is dedicated to assisting individuals with disabilities achieve employment and independence goals through benefits counseling services.
    • Seeking a Senior Business Analyst (BA) to support business process analysis and conduct various levels of testing for the implementation of a benefits calculator for eligible citizens of North Carolina.
    • The solution will provide quick and efficient access to up-to-date and accurate benefits counseling resources for citizens with disabilities in North Carolina.
    • The Senior Business Analyst will collaborate with the business, vendor, and stakeholders to support business process analysis using N.C. Department of Information Technology tools and templates, following agile methodology.
    Responsibilities:
    • Develop a deep understanding of eligibility determination functions and requirements for different benefits and calculations.
    • Identify and document current and future state process workflows and data flows.
    • Develop Visio documents including entity relationship diagrams, data dictionaries, and system context diagrams.
    • Modify, document, and review business requirements, functional requirements, and technical specifications.
    • Assist in performing functional and integrated testing.
    • Prepare and maintain project documentation, reports, and user documentation.
    • Collaborate with project manager, developers, vendors, and end-users to ensure application designs meet business requirements.
    • Provide UAT support and develop test case scenarios using DHHS methodology.
    • Document gap analysis and track delivery progress of each deliverable.
    • Attend PMO meetings, Vendor meetings, and end-user meetings.
    Knowledge, Skills, and Abilities / Competencies:
    • Experience in documenting functional requirements and technical specifications for applications.
    • Gather and document business and functional requirements for procurement documentation.
    • Strong writing and communication skills.
    • Collaboration and relationship-building abilities.
    • Results-oriented with strong work ethic, negotiation, communication, and problem-solving skills.
    • Ability to work with customers and vendors in cross-divisional work groups.
    • Prepare and present documents clearly and concisely.
    • Manage complex assignments with multiple work streams and aggressive timelines.
    • Understanding of Software Development Lifecycle concepts.
    • Knowledge of IT Service Management best practices.
    • Proficiency in Microsoft Office Suite, Visio, and Orbus iServer365.
    • Experience with SharePoint and familiarity with agile methodology and tools.
    • Experience in Federal or State government settings.
    • Experience with software implementation projects and Cloud technologies.
    Required Skills:
    • Knowledge of business system analysis techniques and testing methodologies.
    • Experience in gathering business requirements and developing business rules.
    • Experience with business process design and re-design.
    • Proficient in Microsoft Office Suite and excellent communication skills.
    • Experience in developing procurement related documents.
    • Analytical skills with attention to detail.
    • Orbus iServer365 experience.
    • Experience working for State government.
    • Resource Management experience.
    • Knowledge of Creating Context Diagram and Functional decomposition.
    • Experience with both waterfall and agile projects.
    • Comfortable with agile transformation and mature waterfall structure environments.
    • Experience with Jira, SharePoint, Octane, ALM, and other tools.
    • Experience with software implementation projects and Cloud technologies.
