Position Description:


_Harris County Pollution Control Services Department (HCPCS)__ Mission_**The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm, consistent enforcement of state and federal regulations. The ultimate goal of PCS is clean air, water, and proper management of waste. The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County, consistent with the protection of public health, enjoyment of property and the protection of plant, animal, and marine life.

What you will do for Harris County Pollution Control_**
Duties and Responsibilities:

  • _ Fund Planning & Development: _Coordinates and analyzes the strategic needs and objectives of fund and proposal development efforts, identifies potential sources of philanthropic giving, and conceptualizes projects that qualify for philanthropic funding.

_ Communication:_ Serves as liaison between the department, County, and grant funding source by attending meetings, developing donor-recipient relationships, responding to information requests, and resolving issues.

_ Compliance:_ Ensures compliance of grants and contracts with applicable Harris County, state, and federal requirements; researches and obtains technical assistance for grant requirement inquiries.

_ Budget: _Initiates budget developments and revisions to ensure the efficiency and effectiveness of grant services.

Grant Proposals:
_
Composes, revises, and critiques draft proposals; obtains approval from senior-level management for submissions.

_ Negotiation: _Negotiates contracts, grant funding sources, work statements, and budgets with grants agents and recommends contracts for approval.

Requirements:
Education & Experience:


  • Bachelor of Science degree in a directly related field from an accredited college or university
  • Three (3) years of directly related Grant work experience

OR:


  • Associate's Degree in a directly related field from an accredited college or university
  • Five (5) years of directly related Grant work experience

OR:


  • High school diploma or G.E.D. equivalent
  • Seven (7) years of directly related Grant work experience

Licensure:


  • Valid Driver's License (TX upon hire)

Knowledge, Skills, and Abilities:


  • Knowledge of fieldspecific laws, regulations, and best practices.
  • Excellent oral and written communication skills.
  • Excellent interpersonal skills, such as active listening and working together as a team.
  • Strong research, analytical thinking, and problemsolving skills.
  • Proficient Microsoft Office skills including Word, Excel, and PowerPoint.
  • Highly organized with superior attention to detail and excellent followup.
  • Applies new skills and concepts quickly and displays a willingness to learn and improve.
  • Maintains a calm and positive attitude while meeting deadlines and tight turnaround times.
  • Ability to prioritize tasks and meet deadlines.
  • Ability to work independently, as part of a team, and in a fastpaced work environment.
  • Ability to initiate and build collaborative relationships.
  • Ability to manage multiple projects.
  • Ability to understand and follow directions, policies & procedures, and with little direct supervision.

General Information:


Position Type and Typical Hours of Work:

  • Full time | Monday
  • Friday | 8:00 am to 5:00 pm.-
  • Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department

Reporting Relationships:


  • Reports to Position: Deputy Director, Operations
  • Supervised Positions: None

Work Environment and Physical Demands:


  • This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.
  • The physical demands associated with this job are mínimal, with occasional lifting and moving of objects weighing up to 10 pounds.
  • The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.

Employment may be contingent on passing a drug screen and meeting other standards.
