    Job Summary

    Join the mission-driven team in Environmental Health as the Program Manager for the U.S. Department of Housing and Urban Development (HUD) Lead Hazard Control Grant program. Coordinate and collaborate with partners to improve health equity and ensure healthy housing by reducing lead hazards in the community. Establish effective working relationships with state-wide and local partners and secure stakeholder involvement and commitment to the program. Candidates must be able to travel throughout Southeastern Minnesota and attend required trainings out of state. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines. This position will have the option of some teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.

    Primary Responsibilities Include:
    • Contribute to Lead Hazard Control and Healthy Housing hazard identification and remediation unit production activities.
    • Perform program activities to support the success of the Lead Hazard Control Program.
    • Perform administrative functions to execute the HUD Lead Hazard Control Grant and supplemental Healthy Homes program.
    • Develop and maintain knowledge and skill in primary areas of responsibility and expertise (e.g. public health, lead hazard reduction, healthy housing, and federal grants management) and complete assigned trainings and attend assigned meetings.
    This position is based in St. Paul and eligible for telework as a schedule option. Specific schedule will be based on business needs and is subject to supervisor discretion.

    Qualifications

    Minimum Qualifications

    An Associate's degree may be substituted for six (6) months of experience. A Bachelor's degree may be substituted for one (1) year of experience. A Master's degree may be substituted for one and a half (1.5) years of experience. To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

    Three (3) years of experience in administering a federal grant program, lead poisoning prevention, housing rehabilitation, weatherization, healthy housing, affordable housing, or related program including experiences in the following areas:

    • Project planning and operations sufficient to organize group projects (including establishing goals and timetables, clarifying mutual expectations, and evaluating results).

    • Organizing, recordkeeping, and task management sufficient to ensure program transparency and keep deadlines and deliverables on track.

    • Building networks through public and private sectors.

    Additional minimum qualifications to be assessed during interview:

    • Excellent oral and written communication skills including the ability to communicate in a clear, concise, effective manner, both verbally and in writing.

    Preferred Qualifications

    • Knowledge of governmental budgeting processes, administrative procedures, public policy, state subcontracting procedures, and federal fiscal requirements.

    • Knowledge of lead hazard control, lead abatement strategies, weatherization, healthy housing, housing rehabilitation, and affordable housing.

    • Knowledge of state grant procedures and requirements of the U.S. Department of Housing and Urban Development Lead Hazard Control Grants.

    • Knowledge of Federal Environmental Review requirements and processes.
