    DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

    This position is a professional Human Services Program Specialist assigned to the Florida KidCare Outreach Program that serves as the Program Manager. The Program Manager is responsible for providing public health education services in Broward County and is under the direct supervision of the Assistant Director in the Community Health Division of a large County Health Department. The Program Manager is responsible for coordinating the development, implementation, and evaluation of the Florida KidCare Outreach program that will reduce the number of uninsured children within Broward County. The Program Manager is responsible for supervising and assisting in the following job duties in the Florida KidCare Outreach Program: Providing customer service via answering the (954) INSURES line and assisting consumers with the KidCare application process, distribution of KidCare applications via postal service as requested, periodically distributing KidCare materials at places of business, maintaining phone logs and managing databases, retrieving messages and returning missed calls. The incumbent serves as the liaison for local families and the Florida KidCare Program Office for resolution of technical issues. The Program Manager is responsible for attending community events and providing presentations to inform the community about the Florida KidCare Outreach Program and serves as the local resource for customer service to community-based organizations and consumers in Broward County. The Program Manager is responsible for coordinating and planning all monthly community outreach activities to increase the visibility of the Florida KidCare Outreach Program by collaborating with local community partners. The Program Manager is also responsible for assisting the Florida KidCare Outreach Staff in ordering and stocking large quantities of all Florida KidCare materials such as applications, brochures, promotional items, and other supplies needed by community partners in Broward County who assist with KidCare outreach.

    The Program Manager is responsible for all supervisory duties including, but not limited to recruitment and selection, developing performance plans, conducting performance appraisals, planning, directing work, approving leave, and taking disciplinary action as appropriate within the Florida KidCare Outreach Program. The Program Manager motivates employees to improve the quality and quantity of work performed. The Program Manager is responsible for counseling staff and approving direct report's timesheets.

    The incumbent is responsible for leading the planning, organization, evaluation, and program execution within contract compliance for the Florida KidCare Outreach Program. The incumbent will be responsible for developing all written reports including but not limited to annual workplans, bi-annual reports, strategic plans, and grant applications. The Program Manager will serve as a Level 4 Budget Manager to include the preparation and monitoring of annual budget for the assigned program area.

    The Program Manager must possess effective coalition building skills to serve as the Chair of the KidCare Taskforce in Broward County. The incumbent will serve as a subject matter expert while consulting with community agencies, organizations, schools, professionals, and community groups to promote the Florida KidCare Outreach Program throughout the county. The Program Manager will be responsible for managing all grant deliverables and will serve as the primary resource for information on current programmatic federal and state guidelines as changes arise. This incumbent participates in all communication activities including conference calls, workgroup meetings, trainings, and presentations. The incumbent will be responsible for planning local marketing campaigns and participating in public relations activities such as television and radio appearances, and community events as requested. The Program Manager will represent DOH-Broward on committees as requested and approved by immediate supervisor. Additionally, the Program Manager will confer with the Assistant Community Health Director to complete and submit all written reports, special reports, and other requests for program specific information. When necessary, the Program Manager will prepare presentations and facilitate internal and external meetings, trainings, and workshops.

    MINIMUM QUALIFICATIONS:

    • Willing to work before, during and/or beyond normal work hours, or days in the event of an emergency.
    • Experience supervising staff.
    • Experience collaborating with community partners.
    • Experience delivering presentations in a large community setting.
    • Experience with leading a community coalition.
    • Ability to work evenings and weekends.
    • Valid Driver's License.

    PREFERRED QUALIFICATIONS:

    • Bachelor's Degree from an accredited university in Public Health, Health Education, Public Administration, or related field.
    • Experience managing and implementing a health insurance or financial eligibility determination program.
    • Experience planning and conducting large community outreach events.
    • Experience developing written reports, deliverables, and correspondences.
    • Experience with budget development and management.
    • Data collection and analysis experience.
