    Position: Anti-Trafficking House Manager

    Department: Philadelphia Social Service Ministries; New Day New Home; Work Location: Philadelphia County

    Availability of Position: Immediate

    Schedule: Full-time (40 hours a week), Monday- Friday 9 am- 5 pm (some nights and weekends required)

    Reporting Relationship: New Day Assistant Director of Trafficking

    Salary and Grade: $55,000 annual; 13, Exempt

    Position Overview: The Anti-Trafficking House Manager will work with the Director and Assistant Director of Anti-Trafficking and Social Services and other local

    social service providers within Philadelphia and Montgomery Counties to coordinate housing services for survivors of trafficking. The House

    Manager is responsible coordinating eligibility screening, and intake for potential residents that have been victims of human trafficking through the

    Philadelphia CoC. The House Manager is responsible for working closely with New Home staff to assess residents needs, developing and/or

    identifying programming to meet those needs. The House Manager will cultivate a safe, trauma informed, and secure environment that promotes

    emotional and intellectual growth and development of its residents. The House Manager will conduct biweekly team meetings, participate in

    clinical meetings and provide on-going supervision to staff. The House Manager will regularly review policies and procedures, manage the 24/7

    hotline and maintain on-going connections with outside providers. This is a grant funded position and relies upon the continuation of funding.

    Responsibilities:

    Duties:

    • Abide by The Salvation Army Social Service Standards & the NASW Code of Ethics.
    • Perform related duties as assigned.
    • Conduct eligibility screening and intake into the New Day, New Home Program.
    • Experience with trauma informed care preferably a working knowledge of Sanctuary Model for Trauma informed services.
    • Ensure timely coordination of immediate needs being assessed and met, as well as short term aftercare services/coordinating referrals to victim service network.
    • Have knowledge and experience leading and supporting trauma informed groups that are based around the Sanctuary model such as SELF, spirituality and expressive arts.
    • Provide ongoing supervision to case managers and other New Day, New Home Staff, and interns.
    • Lead biweekly trauma informed team meetings that focus on client reviews and program/ building updates.
    • Participate in managing a 24/7 Manager on call system for all NDST programs.
    • Manage and schedule coverage for the 24/7 hotline for response to victims of HT- and coordinate services as needed for all potential victims.
    • Participate in Human Trafficking Response Team, field calls and screening of potential victims of HT with local and federal law enforcement.
    • Manage and supervise HT team.
    • Advocate for residents in the New Day, New Home Program in areas that they need support in and participate in resident extension meetings.
    • Provide as space for any human trafficking victim that is being brought in by local or federal law enforcement or any other organization that is connected through the OVC task force or court system.
    • Build rapport and relationships with local Law Enforcement and federal law enforcement partners on both sex and labor trafficking cases to ensure ongoing communication and victim centered policies.
    • Conduct ongoing data collection and entry for all cases potentially eligible for OVC funds. Ensure appropriate data collection for new HUD funding and any other new funding sources.
    • Create policies and procedures as needed. Create new policies and procedures for new HUD funding and for joint TH-RRH program.
    • Supervise Milieu Coordinator, Milieu Workers, Case Management staff, Clinical Therapist, and Housing Specialist.
    • Timely management of potential eligible referrals will be managed ongoing with the Director and Assistant Director of Anti-Trafficking.
    • Collaborate with local social service organizations and victim service agencies in Philadelphia and Montgomery Counties.
    • Support clients in reintegration into the community to develop a sense of voice and regain power and control after suffering forms of severe trauma.
    • Supervise and coordinate trauma informed services in New Home for victims of HT to coordinate ongoing short- and long-term aftercare services.
    • Keep up to date service point database and ensure client confidentiality, in all forms of communication.
    • Submit timely reports into the database and other internal and external reporting to HUD, OVC, and other funders as is necessary.
    • Maintain and submit data reports for grants on a weekly, monthly, quarterly, and annual basis.
    • Complete all necessary trainings for grants funding the program.
    • Participate and conduct trainings for awareness events as needed for internal or external community-based partners in Anti-Human Trafficking work.
    • Participate as a member of the Philadelphia CoC, attending meetings, ensuring compliance with HUD, and coordinate entry into New Home program through Philadelphia housing system.
    Qualifications:

    Requirements: As a Mandated Reporter, must provide proof of having completed training on recognizing and reporting child abuse meeting the training standards of PA Act 153 of 2014 within 30 days of employment with recurrent training required every five years thereafter. Meets the Child Protection Clearances required by PA Act 153 to include PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record Check. Must have a MSW or BSW with minimum or 2 years of experience working in human trafficking or a related field (ex- domestic violence, immigration rights, workers rights) in a role that involves service provision, training and/ or advocacy. Experience with trauma informed care, preferably a working knowledge of Sanctuary Model for Trauma informed services. Must have an understanding of Domestic and Foreign Human Trafficking. Prior residential, social service, or customer service work experience. Valid drivers license and reliable transportation to travel from site to site as needed in the performance of duties. Professional-level communication skills verbal and written. Must have computer skills in Microsoft Word and Excel Programs and be proficient in and the ability to utilize the internet. Bilingual in Spanish preferred. Must possess an understanding of and support the mission of The Salvation Army.
