    POSITION PURPOSE:


    The Chief Financial Officer (CFO) is responsible for developing, managing, supporting, and guiding the fiscal sustainability and strategic efforts of the organization. Working collaboratively across all departments to ensure that organizational priorities are funded and that resources are being spent according to plan.

    The CFO will play a crucial role in building the capacity of the Finance team to effectively manage finances and deliver initiatives and projects that will have a lasting impact on the region's mobility and economic growth.


    ESSENTIAL JOB FUNCTIONS:
    • The CFO reports directly to the CEO, acting as a key partner to the executive team in the development and execution of HART's strategic and financial plans.
    • Provide timely financial strategy advice to the CEO based on changes in the financial environment to implement effective tactics and strategies for sound fiscal management.
    • Plan, develop, and oversee the implementation of long and short-range strategies and programs to support organizational goals and strategic plans.
    • Evaluate financing mechanisms to ensure the financial goals of the organization are met.
    • Establish and maintain internal control safeguards.
    • Oversee finance, accounting, budget, grants, and treasury activities.
    • Develop key performance metrics for financial performance.
    • Ensure accuracy and timeliness of financial reporting for funders, grants, and contracts.
    • Present financial information clearly to the CEO, executive team, and stakeholders.

    MARGINAL FUNCTIONS:
    Performs other assigned work-related duties.


    REQUIREMENTS:
    • Education and Experience: Bachelor's degree in Finance, Accounting, or related field. Advanced degree preferred. Minimum ten (10) years of finance experience with at least five (5) years in a leadership role, supervising multiple staff areas.
    • Machines, Tools, Equipment Used: Ability to operate office equipment, including computers, for data entry, word processing, and accounting purposes.
    • Licenses/Certifications: Valid Florida Driver's License or obtainable within 10 days of hire.
    • QUALIFICATIONS: Knowledge of public administration, government budgeting, auditing, and project management. Familiarity with GAAP and ISO 14001 standards. Strong analytical and interpersonal skills.

    Physical Demands/Work Environment:
    Work in a standard office setting. Ability for various physical activities. May encounter challenging situations and environments.

    • Assist in developing workplace safety procedures.
    • Promote safety within the department.
