    Company Overview:

    DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health, using grant funds from the Centers for Disease Control and Prevention (CDC). Investments and improvements through this initiative will help modernize DOHMH's foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

    The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but work will be supervised by DOHMH. This is a grant-funded position ending in November 2027.

    Program Description:

    The Chief Equity and Strategy Office (CESO) ensures the organization executes its vision to ensure all New Yorkers can realize their full health potential, regardless of who they are, where they are from, or where they live, working both internally and externally with a host of stakeholders and partners. Specifically, the CESO is responsible for leading implementation of a recently completed strategic plan which includes focus on a number of topical areas, as well as structural and process changes across the agency, embedding equity in all agency programming and operations. This office is also responsible for advancing Race to Justice, the agency's internal reform initiative to transform the agency into an anti-racist organization.

    Summary of Position:

    DOHMH has an opening for a Racial Equity Policy Manager reporting to the Executive Director for Equity Strategic Planning and Programming. The Racial Equity Policy Manager will lead agency-wide implementation of Racial Equity Impact Assessments (REIA) for policy, program, investment, and legislative action as well as provide consultation to sister agencies advancing racial equity. The Racial Equity Impact Assessment will further the agency's commitment to advancing anti-racism public health practices by integrating explicit consideration of racial equity in decisions, including policies, practices, programs, and investments in both product and process. The successful candidate will oversee the development, design, coordination, and implementation of REIA across policies, practices, programs, and investments and work with the Race to Justice Management Team and agency equity leaders to identify and addressing systemic and racial inequities within the agency and across the social determinants of health. Duties and assignments will be strategic in nature, including project management, strategic planning, complex analysis, research coordination, and administrative functions as required.

    Specifically, the Racial Equity Policy Manager will:

    • Develop the project plan and lead the implementation of the strategic work for Racial Equity Impact Assessment (REIA) throughout the agency and consult with sister agencies advancing similar assessments.
    • Collaborate with Division Equity Liaisons, Division and Bureau Action Teams, and Department Leadership and provide leadership, training, education and technical assistance to staff and the community on Racial Equity Impact Assessments.
    • Develop the governance, framework, and Racial Equity Impact Assessment tools to evaluate and improve racial and social equity impacts of proposed legislation, regulations, policy, programs, investments, and activities.
    • Oversee and manage REIA's measurement system, ensuring the implementation of measurement and improvement tools and systems in line with Race to Justice Theory of Change.
    • Design methods and processes for setting programmatic targets for metrics aligned with REIA learnings.
    • Support REIA work across the agency by leading the design of measurement tools, and surveys to answer priority questions to uplift racial and related inequities to drive decision-making.
    • Provide leadership to build awareness, create access, and promote racial and social justice understanding and intelligence concerning racial equity best practices and desired outcomes.

    Qualifications & Requirements:

    • Bachelor's degree in sociology, education, public administration, political science, or closely related field from an accredited college or university.
    • At least two (2) years of responsible experience and demonstrated success in the administration of community, educational, or social justice programs which focus, in part, on the elimination of structural racism or related field. Proven track record of applying an equity lens to processes, planning and policies
    • Experience with stakeholder engagement and project management.
    • Commitment to anti-racism, social justice and equity
    • Strong leadership, program management, and collaboration skills.
    • Experience in addressing intersecting dimensions of diversity including race, color, culture and ethnicity, language, disability, sex, socioeconomic background, protected veterans' status, religion, sexual orientation, and gender identity and expression.
    • Knowledge of historical, social, political, and environmental issues influencing racial equity program development and implementation and effective institutional change management principles and practices.
    • Ability to develop and implement innovative strategies and programs, assist with coordination of ethnic and cultural events, evaluate City policies, programs, and ordinances for evidence of unintended biases or disparities; and otherwise assist to achieve racial equity, diversity, and inclusion goals, organizational change, and heightened awareness.
    • The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines.
    • Salary - $90,000 - $90,000


    Preferred Skills:

    • Excellent communication (verbal & written) and interpersonal skills.
    • Strong analytical skills and ability to manage and report complex information to different audiences.
    • Experience with data collection, analysis and interpretation.
    • Knowledge of New York City administrative operations, programs, policies, and procedures.
    • Desire to grow professionally, develop new skills and willingness to work outside of comfort zone.
    • Experience working with the public health sector and coordinating projects involving multiple stakeholders.
    • Ability to prioritize and work in fast-paced environment with hard deadlines.
    • Fluency in Microsoft Word, Excel, Outlook, and PowerPoint.

    Additional Information:

    • This is a temporary grant-funded position ending in November 2027.
    • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
    • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
    • This individual will be expected to work non-business hours during emergencies.
