- Bachelor's Degree
- 1+ years experience in accounting/finance
- In lieu of the education requirement, additional related experience, above and beyond what is required, on an equivalent year for year basis may be substituted
- Knowledge of word processing, spreadsheet, email, and database software
- Basic knowledge of accounting and accounting principles
- Working knowledge of accounting systems

- Experience working in an institution of higher education with some experience in financial management
- Management of personnel and grants/contracts with federal/state agencies
- Procurement experience. 1-3 years of accounts payables, preferably in expense processing, financial administration, or P-Card administration
- Prepares, records, analyzes and reports accounting transactions and ensures the integrity of accounting records for completeness, accuracy and compliance with accepted accounting policies and principles
- Enters and processes capital purchase orders
- Prepares, reviews, processes, and reconciles invoices and expenses
- Analyzes and prepares accounts, financial statements and reports
- Conducts or assists in the documentation of accounting projects
- Identifies, prioritizes, and resolves financial issues; probes beyond stated situation; identifies underlying issues; recognizes exceptions; performs preliminary analysis
- Recommends, assists, tests, or implements process streamlining, system improvements or workflow changes; participates as a project team member
- Leads sourcing and procurement strategies in the department
- Leads supplier registration process in the department
- Works with departments and process partners to resolve issues related to procurement
- May serve as a contact for Property Accounting.
- Performs all other duties as assigned
- Assists with administrative duties such as coordinating research-related travel, purchasing equipment and supplies, and scheduling meetings and events
- Assists faculty, students, and staff by responding to inquiries about purchase orders and obtaining quotations
- Trains faculty, student, and staff on use of Quartzy web based system
- Serve as a liaison between the department and the Rice Procurement Office

Position Summary:
The Procurement Analyst will be an integral member of The department of Electrical & Computer Engineering's research, finance and administrative team, providing procurement support to a large portfolio of contracts and sub-awards, including departmental procurement requests. This includes but is not limited to collecting documents and approvals necessary to submit a purchasing request, receipting POs to allow for payment, and reconciling p-card expense reports. The Procurement Analyst's responsibilities also include financial management reports on assigned research grants, monitoring transactions, and other key financial functions.
Ideal Candidate Statement:
The candidate should have knowledge of purchasing/procurement in a large complex department/organization. The use of a Procurement/Travel Card is a plus. They will have a strong background in data analysis, with the ability to interpret complex datasets to identify trends, cost-saving opportunities, and process improvements. They should possess advanced proficiency in Excel or other data analysis tools and have experience with procurement software systems.
Hiring Range: $48,700-$60,800
