Duties:


  • Provides a full range of procurement analyst services.
  • Performs all aspects of contracting oversight, review, and assistance to provide responsive and timely support to customers.
  • Aggressively counsels and makes recommendations to maximize small business procurement opportunities.
  • Develops guidance materials to explain regulatory and policy changes.
  • Provides analyst services, oversight, and support for procurements involving highly specialized, enterprise, and/or complex contracts.
  • Performs reviews and analysis of procurements involving complex contracts.
  • Researches and drafts responses to Congressional inquiries and provides information.
  • Provides information and assistance to business concerns relative to participation in the acquisition program.
  • Analyzes, evaluates, and reviews procurement programs and issues.
  • Prepares and/or consolidates special and recurring reports.
  • Performs staff visits to contracting offices and analyzes acquisition statistics.
  • Participates in conferences and special events pertinent to Army Small Business Programs

  • Overnight Business Travel up to 25% of the time.
  • Must be able to obtain and maintain a Secret security clearance and access.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting and Acquisition certification within 48 months as of entrance on duty.

Procurement Analyst:

Degree:

  • Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
  • OR
  • Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:


  • Specialized Experience: One year of specialized experience which includes one year of specialized experience equivalent to the NH02 grade level in the Federal service which includes: Using laws and regulations relative to execution of the various Small Business Contracting Programs; Reviewing procurements involving contracts; Using automated systems to retrieve data for statistical analysis; Identifying facets of logístical support during the contracting lifecycle for new or innovative contractual arrangements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH02).
  • This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS12 through GS13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
