    Full Time Nature of Work: This is supervisory and professional work involving the management of the planning, implementation, and evaluation of public relations and press and marketing strategies.

    The individual in this position plays a key leadership role in managing staff in all department communications efforts.

    Work includes generating local press coverage of key messages, overseeing advertising and promotion, social media, and video and web development, content, and design.

    An employee in this position exercises considerable independence and receives general guidance from a supervisor.*Omaha Public Library*Responsible for the editorial direction, design, production, and distribution of the library's publications, including the annual report.

    Takes photos of library events and maintains a photo gallery for internal and external use; obtains and files all signed release forms.

    Works with library support organizations (OPL Foundation and Friends) to ensure a collective message and positive image. Maintains records of published media generated by and about the library.

    Writes and edits copy for a variety of library publications, including newsletters, annual reports, promotional flyers and brochures, online content, and more.

    Assesses library service and program needs of Omaha residents, library patrons, and special target groups via formal and informal marketing research methods.


    Education and Experience:
    (The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.)

    Bachelor's degree in Marketing, Communications, Public Relations, or related field OR Bachelor's degree in any field AND two years of experience in marking, communications, or public relations Special Qualifications:

    Must be able to transport oneself or coordinate transportation to locations throughout the City during the course of the work day.

    Must be able to work a flexible schedule that includes evenings and weekends.


    Pay Range:
    $68,785.60 with step increases to $92,664.00/

    Annually Benefits:

    Forty-hour work week; twelve days of paid vacation per year for the first five years; five days of management leave per year if employed on the first day of the payroll year; sick leave and twelve paid holidays.

    Who Can Apply:
    Eligibility lists will be created for one Closed Competitive list and one Open Competitive list.

    Applicants for the Closed competitive lists must be a current or former City of Omaha employee in any of the following categories:

    Part-time, Seasonal, Classified, Unclassified, or Probationary, who has worked, at the time of application, at least 1,040 cumulative hours within the last 5 years and has been employed by the City at sometime within the last 18 months and who meets the qualifications as set forth in the posting.

    Applicants for the Open Competitive list shall be all other persons who meet the qualifications as set forth in the posting.

    Examination Information:
    The examination will consist of a structured interview which will be scheduled at a later date. The structured interview is designed to assess job-related knowledge, skills, and abilities for this position.

    The final eligibility list will be assembled from those candidates achieving a passing score of 60% on the structured interview (100% weight).


    Veteran Points:

    To claim five (5) points for veteran's preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number.

    (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months.

    This information must be submitted to the Human Resources Department by 10/5/2023.


    Required Knowledge, Skills, and Abilities:
    Knowledge of Associated Press (AP) Style.
    Knowledge of current trends in marketing and public relations including the use of various media sources.
    Knowledge of departmental policies, procedures, and regulations.

    Knowledge of and ability to operate a computer or other technology using standard or customized computer or systems software applications appropriate to the assigned tasks.

    Knowledge of budget preparation and budget management.
    Knowledge of and ability to effectively navigate social media networks and websites.
    Skill in hiring, training, assigning, scheduling, supervising, inspecting, and evaluating the work of subordinate personnel.
    Skill in writing, including grammar usage, spelling, punctuation, vocabulary, and copy editing. Skill in public speaking and giving professional presentations.

    Ability to sit for 76 to 100% of the time; to reach, bend , stand, walk and lift from 51 to 75% of the time; and to climb, reach, stoop, squat, push, pull, and kneel up to 25% of the time.

    Ability to move objects weighing up to twenty (20) pounds for 33% of the time and ten (10) pounds for 67 to 100% of the time.


    Essential Functions:

    Oversees the marketing and advertisement strategy for various services and programs in a City department or division(s).
    Interviews, trains, and oversees the work of subordinates.
    Actively seeks opportunities to promote the services provided by the department to the community while implementing and evaluating outcomes.
    Writes and submits press releases while maintaining an appropriate working relationship with local and national news media. Fulfills press requests for information, interviews, story ideas, and photos. Provides talking points to senior level management for media engagements, public speaking events, and press releases. Serves as department's spokesperson as needed.
    Develops, directs, and proofs editorial content for various publications.
    Proofreads and edits all marketing content.
    Works with the Webmaster on the design and content of the department's website. Utilizes Google Analytics to measure effectiveness of web content.
    Develops and manages a social media accounts and other media marketing strategies for the department to increase engagement.
    Coordinates budget input as it relates to marketing and graphics functions within the department.
    Manages relationships with third-party advertisers, photographers, printers, designers, partner organizations, and other vendors.
    Assists in the development of policies and procedures for the department.
    Delivers effective customer service to all patrons and members of the public including responding to customer comments and complaints.
    Monitors and evaluates programs and strategies and recommends changes when appropriate.
    Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
    Performs other related duties as assigned or as the situation dictates within the scope of this classification.
    The following essential functions are specific to the designated department:
    Omaha Convention & Visitors Bureau
    Serves as editorial writer for the OCVB Marketing division – writing for OCVB publications, advertorials and digital platforms.
    Develops and manages content calendars for OCVB's social media, website and blog.
    Works as chief content creator for OCVB digital platforms including the Visit Omaha blog and website. This includes researching and writing content that showcases Omaha as a visitor destination.

    Manages OCVB efforts in search engine optimization (SEO); ensures all web copy is search engine optimized and consistent in terms of style, quality and tone of voice, and reviews existing content and update accordingly with the latest information and SEO best practices.

    Manages the events calendar – includes curating events and reviewing submissions from tourism partners.
    Assists with Conversion Rate Optimization (CRO) projects on the OCVB website.
    Identifies top performing content and suggest repackaging into other formats to applicable members of the marketing team.
    Researches and seeks opportunities for the OCVB to receive grant funding.
    Manages the submission and/or reimbursement of all marketing grants.
    Manages the submission of all OCVB award nominations.
    Omaha Public Library
    Responsible for the editorial direction, design, production, and distribution of the library's publications, including the annual report.

    Takes photos of library events and maintains a photo gallery for internal and external use; obtains and files all signed release forms.

    Works with library support organizations (OPL Foundation and Friends) to ensure a collective message and positive image.
    Maintains records of published media generated by and about the library.

    Parks, Recreation, and Public Property (PRPP)
    Serves as chief content creator for digital platforms including Discovery Guide, annual reports, blogs, newsletters, and social media. This includes providing direction, researching, and writing content and that showcases the PRPP department.
    Manages the graphic and design standards for all social media posts, programs, and events. Works with outside vendors or consultants to enhance materials and services.
    Works with numerous foundations and organizations to ensure a collective message and positive image of PRPP services.

    Oversees and participates in photography at events, obtains and files signed release forms, and maintains photo library for internal and external use.

    Utilizes and maintains accurate data in CityWorks.

    Manage all aspects of the coordination and implementation of the Volunteer in Program (VIP), including scheduling volunteer events with different organizations, corporations, and neighborhood groups and individuals.
