    The successful candidate may be offered a position in either the Facilities Contract Compliance Representative or the Senior Facilities Contract Compliance Representative classification.

    The range for the Facilities Contract Compliance Representative is $ $16.74 per hour; and for the Senior Facilities Contract Compliance Representative is $ $18.45 per hour.

    The hours for this position are 4:00 PM - 12:30 AM, Monday - Friday.

    Facilities Compliance Representative (The job description for the Senior Facilities Compliance Representative is below.)

    Summary of Duties:

    Under basic supervision, the Facilities Contract Compliance Representative is responsible for conducting on-site inspections to ensure that contracted services, including janitorial, recycling, pest control, live plant maintenance, office relocations, and other services related to assigned City buildings, that are performed after regular City hours, comply with City specifications.


    Distinguishing Characteristics:

    This is the journey-level classification in the Facilities Contract Compliance Representative series that follows diversified procedures and implements processes to accomplish end results, within guidelines.

    Immediate supervision is available upon request.

    This class is distinguished from Facilities Contract Compliance Representative, Senior in that the latter is a higher-level class in the series that performs more complex technical, investigative, and supervisory duties requiring a higher level of knowledge and skill.

    Examples of ESSENTIAL JOB FUNCTIONS


    Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.


    • Conducts inspections of on-going services provided by contractors to ensure compliance with all applicable specifications and of contractual terms.
    • Completes inspections to ensure that special projects are performed by contractors in accordance with contractual agreements and in a manner consistent with applicable industry standards.
    • Documents contractor performance, and submit results to supervisor.
    • Contacts contractor's designated representatives as required to elicit compliance with specified performance criteria; documents contractor response.
    • Participates in the annual evaluations of contractors' performance.
    • Assists in setting up meeting rooms after hours, as required.
    • Schedules contractors' activities so that they do not interfere with after-hours building use.
    • Maintains building security; inventories supplies.
    • Regular and consistent attendance for the assigned work schedule is essential.

    Marginal Duties:

    • Performs other duties as assigned.

    Typical Decisions:
    The incumbent determines if contractors' performance is in accordance with applicable specifications called for in contracts.


    Minimum Qualifications:

    Knowledge of:
    Practices and quality standards related to janitorial and building maintenance.

    Skill in:
    Communicating effectively both verbally and in writing.


    Education:
    No formal education required.


    Experience:
    Two (2) years of experience in janitorial service.

    Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements

    Licenses and Certifications:
    Texas Class C driver's license (must obtain within 30 days of hire per state law).

    Conditions of Employment:

    Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.


    Physical Demands and Working Conditions:

    Must possess mobility to work in a standard office setting and use standard office equipment and computer, to work in the field conducting inspections, to operate a motor vehicle, and tools and equipment, and to visit various City sites; vision to inspect assigned facilities, to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone.

    The job involves fieldwork requiring frequent walking conducting inspections to identify problems or hazards.

    Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator, and to operate standard office equipment.

    Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information and complete inspections.

    Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.


    Employees partly work in the office and partly in the field and are exposed to road hazards, dust, and hazardous physical substances and fumes.

    Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.

    Senior Facilities Compliance Representative

    Summary of Duties:

    Under general supervision, the Facilities Contract Compliance Representative, Senior is responsible for ensuring that services, including janitorial, live plant maintenance, recycling, office relocations, and other contracted services related to City buildings, that are performed during regular City hours comply with City specifications.

    Provides work leadership to the Custodian position and non-City employees in performance of services for special functions and meetings, including those held after regular City work hours.


    Distinguishing Characteristics:
    This is the advanced journey-level classification in the Facilities Contract Compliance Representative series. The incumbent plans detailed methods to attain desired objectives working within established policy. Methods require use of initiatives and resourcefulness in developing processes and procedures. Works under indirect supervision, conferring with supervisor on unusual matters.

    • Provides work leadership to assigned staff; provides input in evaluating performance.
    • Leads and coordinates the work of City and contractor employees providing services requested by City administration for special functions.
    • Acts as the liaison between contractors and City departments for services required during regular hours of City business.
    • Resolves numerous non-routine problems ranging from restock of rest room supplies to large-scale pest infestations.
    • Conducts inspection of on-going services provided by contractors to ensure compliance with all applicable specifications and of contractual terms; diagnoses causes of problems not readily apparent to contractors.
    • Conducts inspections to ensure that special projects are performed by contractors in accordance with contractual agreements and in a manner consistent with applicable industry standards.
    • Documents contractor performance, and submit results to supervisor.
    • Contacts contractor's designated representatives as required to elicit compliance with specified performance criteria; documents contractor response.
    • Assists in the annual evaluation of contractor's performances.
    • Schedules contractors' activities so that they do not interfere with building use.
    • Regular and consistent attendance for the assigned work schedule is essential.

    Minimum Qualifications:

    Knowledge of:

    Specialized janitorial methods and techniques; proper used of cleaning chemicals and floor finishes; light maintenance methods and skills; performance appraisal processes.


    Skill in:

    Communicating effectively both verbally and in writing; completing simple mathematical calculations; driving a light truck; leading and supervising the work of others.


    Education:
    High school diploma or GED equivalent.

    Experience:

    Three (3) years of experience in janitorial maintenance, including six (6) months of previous experience in leading work of others.

    Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements
