    SUMMARY:

    The Prairie Island Community Council is seeking qualified applicants to serve as the Commission Secretary of the Prairie Island Indian Community Cannabis Regulatory Commission, the Tribal government agency responsible for the regulatory oversight of commercial cannabis activity occurring within the Community's jurisdiction. The Cannabis Commission Secretary is the third highest ranking official of the Commission. The Commission's primary duty is to ensure that the safety and well-being of the Community, its Community members and those persons present or located within the Community's Indian Country are not negatively impacted by commercial cannabis activity.

    This position may qualify for a hybrid working arrangement of up to three days per week to work away from your assigned work location.

    DUTIES AND RESPONSIBLITIES:

    The following duties and responsibilities are not meant to be all inclusive and may be adjusted, including by law or regulation, to meet the regulatory needs of the Community's commercial cannabis operations

    • Promulgate and enforce regulations regarding the operations of commercial cannabis.
    • Perform background checks and cannabis license suitability determinations.
    • Issue, deny, suspend, revoke, reinstate and renew cannabis licenses.
    • Conduct facility inspections and review the internal controls of cannabis businesses.
    • Approve cannabis and cannabis-containing products for sale and consumption.
    • Monitor persons and places engaged in commercial cannabis activities.
    • Conduct investigations and attend hearings regarding potential regulatory violations.
    • Issue disciplinary actions for persons found in violation of the Community's cannabis regulations.
    • Attend meetings of the Cannabis Commission.
    • Impose and administer fees and taxes on cannabis licensees.
    • Prepare meeting agendas, record in writing the minutes of all Cannabis meetings and all official actions taken by the Cannabis Commission and to generally be responsible for the safe keeping of all Cannabis Commission documents and records.
    • Adhere to internal systems of record keeping and storage.
    • Conduct random and scheduled consumer safety testing of cannabis and cannabis-containing products.
    • Destroy and dispose of non-conforming cannabis-containing materials.
    • Other duties as assigned by Cannabis Commission Chair

    QUALIFICATIONS:

    Required

    • Be diligent, organized and have an impeccable work ethic.
    • Ability to work independently with little supervision.
    • Proficiency in using a computer and common computer software programs (e.g., Microsoft Word, Excel, Outlook, Powerpoint, Teams and Adobe Acrobat).
    • Ability to respond to emergency situations whenever they arise.
    • Ability to comprehend, interpret, explain, apply and enforce detailed regulations.
    • Ability to make consequential decisions, both independently and within a team environment.
    • Must possess Integrity and maturity.
    • Ability to maintain strict standards of confidentiality.
    • Excellent written and verbal communication skills.
    • Self-sufficiency and the ability to work with little-to-no support staff.
    • Ability to work well within the existing team and government structure.
    • Sensitive to Native American Culture.
    • Pass drug screen (UA) and a criminal background check.
    • Valid driver's license and proof of insurability if using a company vehicle.
    • Must be age 21 or older.
    • Must not be: a member of the Prairie Island Indian Community Council or the Community's Gaming Commission at the time they take office as a Cannabis Commissioner; a member of the board of directors of any entity holding or applying for a Community cannabis license, or otherwise engage in any Community-licensed cannabis activity; an employee of any entity holding a Community-issued cannabis license or of a Community-owned enterprise that engages in any cannabis activity; or an employee of the Community's gaming enterprise at the time they take office as a Cannabis Commissioner.
    • Must have satisfactory feedback from three references provided by the candidate.

    Preferred

    • Two (2) years experience as a regulator (e.g., gaming commission, EPA, etc.), law enforcement officer, government official, attorney and/or paralegal.
    • Ability to draft and present reports (investigative, annual, monthly status, etc.).
    • Ability to create and balance budgets.

    PHYSICAL DEMANDS:

    • Position requires repetitive use of fingers, hands, wrist in job related duties, i.e. telephone, computer. Complete range of motion, including fine motor skills and tactile sense of both hands.
    • Must be able to sit for long periods of time, frequently review documents and video footage on a computer screen and regularly stand or walk in association with the performance of inspection and investigatory-related duties.
    • Must have the ability to lift and carry up to 25 pounds

    REQUIRED TRAINING:

    • Harassment training
    • Any position-related training as determined by the Prairie Island Indian Community Council, which may include off-site trainings

    WORKING ENVIRONMENT:

    • Work is performed primarily in an office setting, but includes regular on-site monitoring, inspections and investigations of cannabis businesses.
