    Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

    This National Guard position is for a SOCIAL WORKER, Position Description Number PDT59128P1 and is part of the WY 153rd Airlift Wing, Wyoming National Guard.

    This position is in the Excepted Service "under the authority of Title V, P.L , and Sections 932 and 1084 (FY17 NDAA)".

    Responsibilities Performs professional social work principles and competencies to provide mental health diagnosis, treatment, research, consultation, and preventive programs for individuals, families, groups, and organizations in military communities.

    Work involves teaching, supervising, and directing clinical social work and related mental health programs.

    The primary purpose of this position is to provide operational leadership consultation, direct client services, community capacity building, preventive, remedial, and support services aimed at improving and sustaining the psychological health of the Wyoming National Guard's (WYNG) 153d Airlift Wing's (153 AW) military members and their families.

    As a part of the 153 AW's Director of Psychological Health (DPH) Program, provides access to a full range of professional services for the populations served.

    The Psychological Health Program provides consultation to operational leadership on psychological health issues and vertical integration of Military Service and Department of Defense (DoD)-wide psychological health initiatives and population-health monitoring.

    Clinical and administrative duties focus on outreach, education and prevention, needs-based and psychosocial assessment, diagnosis, short-term problem resolution, and provision of or referral to evidenced-based interventions.

    Responsibilities include providing primary, secondary, and tertiary prevention programs, specialty training for health care professionals and other personnel on issues related to the psychological health of Airmen and their families, and multi-level community organization, collaboration, and enhancement.

    Individuals requiring clinical interventions (i.e., clinical treatment) for other than short-term problem resolution should immediately be referred to an appropriate and competent clinical professional.

    It will promote the availability of and access to an adequate continuum of care to members.

    Will ensure clinical mental health services being provided are integrated with other counseling and supportive services at the installation level, and from Federal, State, and territory, as well as military and non-military organizations external to the installation (e.g., Military OneSource, Military and Family Life Consultants, and TRICARE Network).


    This is NOT an all-inclusive list of duties.
    Requirements Conditions of Employment EMPLOYMENT CONDITIONS and NOTES:
    U.S. Citizenship Required. Subject to provisions of the DoD Priority Placement Program. Paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). May be required to successfully complete a trial/probationary period. Federal employment suitability as determined by a background investigation.

    GS positions are within the professional series IAW 5 USC §3319, and compensably disabled preference eligible veterans (CPS/CP) are not automatically placed at the top of the Certificate of Eligibles (5 USC §3313).

    Eligibles will be listed in score order, including veterans' preference points. Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and approval. PCS is not authorized in lieu of incentives. 1. Master of Social Work from an institution accredited by the Council on Social Work Education is highly desired. Candidate must be a qualified Mental Health professional IAW AFI 44-119, Medical Quality Operations. 2. Able to obtain and maintain the appropriate security clearance (Secret/Tier Drug testing designated position. The incumbent is subject to random testing for drug use. 4.


    Selective Placement Factor:

    Possess a current, unrestricted license to practice clinical social work independently in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S Virgin Islands.

    5. Must be privileged for independent practice by the Credentials Committee at the employing Medical Treatment Facility. 6.

    A minimum of two (2) years within the past five (5) years in the independent practice of clinical social work is highly desired.

    7. Requires Basic Life Support (BLS) in accordance with local Medical Group policies. Must be obtained with 6 months of onboarding. 8. May occasionally require travel away from the normal duty station on military or commercial aircraft. 9.

    May share on-call duty during weeknights and/or weekends on a rotational basis as required consistent with other mental health professionals of the same specialty performing like duties.

    10.

    May have "regular contact with children," requiring a State Criminal History Repository (SCHR) check to be completed on any person selected for the position.

    11.

    Designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

    This designation will not exceed 14 calendar days per year unless otherwise approved in advance by The Adjutant General.


    Qualifications AREAS OF CONSIDERATION:

    Area 2:
    All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard.


    Area 3:
    All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees.

    Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent).


    Area 4:
    All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG.

    Currently serving and former NG Drill Status and M-Day soldiers and airmen of the WYNG are provided preference eligibility to compete for NG T5 positions.

    * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference.

    * Area 7: U.S. Citizens This is a Professional Series position IAW 5 USC §3319. Eligible candidates will be listed in score order, including veterans' preference points.

    If selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position.

    BASIC REQUIREMENT a. Master of Social Work (MSW) degree in a school accredited by the Council on Social Work Education. Include legible copies of all transcripts with application. b. Experience in clinical social work, either through a master's-level practicum or two years post

    Possession of an active (characterized by present activity, participation, practice, or use); current (not revoked, suspended, or lapsed); valid; and unrestricted license to practice clinical social work independently in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S Virgin Islands, which allows practice without supervision.

    SPECIALIZED EXPERIENCE Must have at least 24 months in clinical social work assignments, that may have included conducting individual and group psychotherapy, and marriage and family counseling; organizing, managing, and administering adult, child and family prevention and outreach services; interviewing clients to establish the nature and extent of concerns/issues, providing professional assistance, and determining appropriate referral services/opinions; and in planning and implementing professional community organizational strategies and initiatives; formulating of needs assessments, development of prevention programs, and marketing of developed programs.

    Completion of the Air Force Social Work Internship Program may be substituted for 12 months of the specialized experience requirement.

    Must include proof with application. This experience demonstrates particular competencies of knowledge, skills, and abilities to successfully perform the duties of the position. Knowledge of social work theories, principles, techniques, and resources.

    Must have specialized experience in professional social work that includes interviewing people to establish the nature and extent of their problems, helping them work-out plans for improving the situation, providing assistance and services, referring them to community resources and other organizations as indicated, and assisting them to understand and modify their own patterns of behavior when appropriate.

    Must understand labor relations, military operations, and the Military Health System, TRICARE and Veterans Administration as it pertains to the NG Psychological Health Program.

    KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)


    Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

    Professional knowledge of social work practices, principles, and theories to develop and implement comprehensive primary and secondary prevention programs that address effective programs to prevent or lessen the impact of a wide range of psychosocial and environmental problems such as sociopathic personalities and family groups who react to their circumstances with impulsive behavior that may be self-destructive or depredatory; provide training for other health care professionals and other installation personnel on issues related to the promotion of psychological health; coordinate programs; and enlist the aid of community organizations/agencies.

    2.

    Professional knowledge of complex helping systems and professional organizations, how they positively or negatively affect individual and family welfare, and the multiple ways these systems and organizations operate to deliver services.

    3.

    Knowledge and experience in the organization, management, and administration of programs and services to participate in program planning and in the development and maintenance of public understanding and sound working relationships with local and community agencies.

    4.

    Professional knowledge of a wide array of psychological problems and disorders that affect adults, families, and organizations and the varied resources needed to treat them.

    5.

    Professional knowledge of problem-solving strategies and evidence-based treatments for a full range of psychiatric disorders to plan and provide short-term problem resolution to clients or refer them appropriately for clinical treatment.


    VOLUNTEER WORK EXPERIENCE:

    Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

    Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

    PART-TIME OR UNPAID EXPERIENCE:
    Credit will be given for appropriate unpaid and or part-time work.

    You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    TIME-IN
    • GRADE: Any applicant who within the previous 52 weeks held a General Schedule position under non temporary appointment must meet time in grade requirements by the closing date of this announcement.
    For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

    DoD Military Reserve (MR) and National Guard (NG) Technicians:

    MR or NG Technicians who will lose or lost military membership through no fault of their own after completing at least 15 years of technician service and a minimum of 20 years of service creditable for non-regular retirement may exercise preference eligibility to DoD positions with the local commuting area in accordance with section 3329(b) of Title 5, U.S.C.

    This preference eligibility is valid for 1 year after separation.

    If meeting this requirement, applicant must submit a copy of the "Military Reserve and National Guard Technician PPP Self-Certification checklist" and copies of appropriate documentation, such as the received notification letter indicating no longer eligible for military or NG membership (through no fault of your own) and you have completed at least 15 years of technician service and at minimum of 20 years of service creditable for non-regular retirement.


    PPP DoD Retained Grade Preference Eligible:

    If applicant is on retained grade based on receiving a written Reduction in Force (RIF) notification letter of a change to lower grade, or a notification letter of a classification downgraded dated within the last two years, may exercise preference eligibility to DoD positions at the retained grade, within the local commuting area.

    If meeting this requirement, applicant must submit a copy of the "Retained Grade PPP Self-Certification checklist" and copies of appropriate documentation, such as a RIF change-to-lower grade notification, and an SF-50 reflecting your RIF change to lower grade.

    Eligible Technicians Receiving Disability Retirement:

    If applicant is an MR or NG Technician who will or has been involuntarily medically retired due to a service-connected medical disability that disqualifies them from military membership or from holding the required military grade, and has applied for or is receiving a disability retirement annuity, may exercise preference eligibility to DoD positions within the local commuting area and understands that the position to which they are applying for must be at the same grade or equivalent level, tenure, and work schedule as the position held currently or upon separation.
