    Job Description:


    This Grant Administrator (Fed Aid III) will be administering the Violence Against Women Act (VAWA) formula grant programs at the Crime Commission, which include the Sexual Assault Services Formula Grant Program (SASP) and STOP (Services, Training, Officers, and Prosecutors) Violence Against Women Formula Grant Program.

    The SASP Program is solely dedicated to the provision of direct intervention and related assistance for victims of sexual assault.

    The SASP Formula Grant Program directs grant dollars to states and territories to assist them in supporting rape crisis centers and other nonprofit, nongovernmental organizations or tribal programs that provide services, direct intervention, and related assistance to victims of sexual assault and their families.

    The STOP Violence Against Women Formula Grant Program, awarded to states and territories, enhances the capacity of local communities to develop and strengthen effective law enforcement and prosecution strategies to combat violent crimes against women and to develop and strengthen victim services in cases involving violent crimes against women.

    Job Duties


    The VAWA Administrator will have responsibility for ensuring the development and implementation of statutory and other program requirements, as well as coordinating and managing all grant-related activities.

    They will have primary responsibility for building and/or strengthening collaborative relationships with the internal and external stakeholders supporting and advancing the project objectives and for directing timelines and tracking progress towards project completion.

    The Administrator must maintain compliance with obligations of the State Agency administering the Violence Against Women Act grants, including:


    • Maintain up to date knowledge of Violence Against Women Act (VAWA), STOP Program and SASP Program requirements, and OVW requirements for programs and federal grants; Ensure compliance with the VAWA and federal regulations and special conditions.
    • Serve as the liaison between the Office on Violence Against Women and the State;
    • Serve as Grant Administrator on the federal grant, responsible for federal grant reporting, grant application submissions, special conditions compliance, closeout procedures, coordinating with Director of Budget and Accounting, Director of Grant Finance, Director of Federal Programs, Director of Justice and Youth Programs on grants.
    • Responds to desk reviews and certification issues;
    • Responsible for coordinating, writing, implementing, updating, and submitting the STOP Implementation Plan.
    • Manage, monitor, review, submit Muskie reports and ensure subgrantees are submitting Muskie reports timely and completely.
    • Administration of VAWA sub-grants.
    • Provide programmatic and financial grant and subgrant management and oversee the subgrant monitoring process to ensure appropriate use of the VAWA funds and subgrantee compliance with federal and state laws, rules, and regulations associated with the receipt of the VAWA funds.
    • Develop processes for subawarding funds for meeting the goals and objectives as well as any requirements of the VAWA as listed in the Implementation plan.
    • Coordinate federal grant monitoring, site visits, and compliance audits as scheduled by the OVW and other federal oversight agencies, such as the Office of the Inspector General (OIG) and/or the Office of the Chief Financial Officer (OCFO).
    • Provides technical assistance to other agency staff in proposing projects and developing legal and financial support documents to ensure guidelines and deadlines are met.
    • Reviews statutes, rules, and regulations associated with agency projects to determine their application to fiscal and grants management practices.
    • Plans audit procedures and reviews budgets to ensure the efficient use of funds; recommends appropriate fiscal corrections or changes for consideration by the project manager.
    • Assists agency staff in maintaining and updating various federally funded activities and in writing extensive activity and progress reports.
    • Review requests for reimbursement; Monitors payments to grant providers/recipients to ensure the proper allocation/distribution of funds.
    • Oversees and coordinates the development of contracts and other mechanisms used by project managers to manage state and federal aid funds.
    • Maintains a roster of proposed projects and determines the priority rating of each project based on an analysis of the needs of the grantee and the state.
    • Audits financial records and reports and recommends areas to be reviewed by the site review team.
    • Participates in site reviews to examine compliance with appropriate statutes, rules, and regulations.
    • Prepares special reports as requested by agency management to monitor grants and to examine compliance with appropriate statutes, rules, and regulations.
    • Managing and overseeing program budgets; writing quarterly and biannual reports to federal and state funding agencies.
    • Utilization of grant management system, development of detailed task lists, assistance with budget reconciliation, compilation of reports, and data collection and reporting.
    • Serve as the lead for the project implementation plan including tracking activities, progress, deadlines, and deliverables to inform and update the plan.
    • The Administrator must be able to interpret and apply program rules and regulations; deliver education and outreach; provide budget management; and demonstrate comprehension of prevention efforts and bystander programming;
    • Provide a monthly status update report to the OVW grant team and external stakeholders.
    • Oversight of day-to-day grant activities, ensuring grant activities and requirements are completed accurately and on time.
    • Leadership on Violence Against Women Prevention and intervention, including: informs OVW and comprehensive TA provider about relevant, emerging issues related to domestic violence, dating violence, sexual assault, and stalking;
    • employees promising practices for responding to violence against women; provides meaningful opportunities for culturally specific and underserved communities to access victim services, civil legal remedies, and the criminal justice system.
    • serve as facilitator and agent of change regarding responses to survivors of domestic violence, dating violence, sexual assault, and stalking.
    • seeks ways to share leadership with State/Territorial and Tribal sexual assault, domestic violence, and dual coalitions.
    • brings together and engages with stakeholders at local, State/Territorial, Tribal, and national levels.
    • encourages cooperation, coordination, and collaboration among disciplines.
    • Coordinate and hold quarterly meetings with internal and external stakeholders.

    Requirements / Qualifications

    Minimum Qualifications:

    Bachelor's degree in grants management, business administration, public administration, accounting, budgeting, OR related fiscal field, and four years experience in grant management, contract administration, accounting, budgeting, OR other fiscal related areas of work.

    Additional years of experience in the area listed may substitute for the required education, on a year-for-year basis.

    Preferred Qualifications:
    Experience understanding, implementing, explaining and applying complex rules and regulations and laws. Prior grant management experience is strongly preferred. Education in accounting, finance, and/or law are strongly preferred. Experience with federal grants; experience with programs and services that support crime victims and survivors.

    Other:
    This position requires travel. As such, the incumbent must be able to present a valid driver's license or another form of reliable transportation. Regular and reliable attendance is required.

    Knowledge, Skills and Abilities

    Knowledge:
    General accounting and budgeting best practices and procedures. Federal and state rules and regulations related to accounting and budgeting. Formats used in written business communications. English grammar, spelling, and composition needed for correspondence.

    Computer software necessary to carry out job responsibilities. Types and uses of office equipment.

    Office management principles, methods, and procedures. Established policies, procedures, practices of the Nebraska Crime Commission.

    Skills:

    Ability to use the following programs:

    MS Word, Excel, Access, Outlook, OneNote, ShareFile, DocuSign, SharePoint, Zoom, WebEx, PowerPoint, and other grant management specific software programs.

    Experience using an ERP System (J.D. Edwards, Oracle, People Soft or SAP) is helpful. Ability to create mail merge documents. Ability to create and maintain contact lists, listservs, and newsletters.

    Ability to read, understand, interpret, and apply rules, administrative policies, and program guidelines.


    Ability to apply knowledge of an extensive body of rules, procedures, guidelines, or operations that require training and/or experience to perform a wide variety of assignments and resolve a wide variety of problems.

    In-depth analysis and judgment is required to interpret and adapt guidelines, regulations, and precedents to specific work problems, and to determine appropriate courses of action.
