    Pay Range

    $256,290 - $330,756 Annually

    Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

    Job Description

    We're looking for an Associate Deputy Director for the Office of Laboratory Oversight (OLO). Reporting to the OLO Deputy Director, you will be responsible for supporting stakeholders in the appropriate implementation of Nuclear Quality Assurance for those areas that are nuclear affecting at the Laboratory to achieve effective compliance with nuclear quality requirements. In this position you will be responsible for the planning and execution of oversight activities related to nuclear quality assurance and will be the primary interface with Laboratory and line management for assessing implementation and compliance at LLNL. This position is in the Office of Laboratory Oversight (OLO) - Mission Assurance (MA) supporting the Institutional Quality Assurance and Performance Assurance groups. This role will provide you with opportunities to regularly collaborate with different partners with a focus on contract adherence, nuclear quality assurance, and quality improvement initiatives.

    You will
    • Execute formal internal and supplier surveys and surveillance programs to assure a high level of compliance with the LLNL Quality Policy, Quality Program(s), Quality Management Plan and associated regulatory commitments and requirements.
    • Ensure compliance with applicable regulatory, code, and industry standard requirements that are identified in the LLNS Prime Contract and provide support to ensure that corporate and regulatory commitments are completed for nuclear quality functions.
    • Oversee the Non-conformance Reporting (NCR) program and communicate NCR information to appropriate organizations and personnel.
    • Oversee the commercial grade dedication implementation documentation and purchase order requirements to ensure alignment with regulatory requirements.
    • Assist with oversight of the nuclear quality assurance program requirements.
    • Collaborate seamlessly with external and DOE Livermore Field Office (LFO) counterparts for periodic nuclear quality assurance and procurement audits and program reviews, establishing our commitment to transparency and excellence.
    • Partner with organizations implementing nuclear quality assurance requirements to help facilitate and support the appropriate implementation of those requirements including proactively addressing corrective actions and other improvement initiatives.
    • Actively engage in industry initiatives to develop knowledge of nuclear quality assurance functions as they relate to program trends, DOE Complex concerns, and technological developments.
    • Serve as a resource for interpreting institutional and organizational policies, procedures, and communication information.
    • Participate in negotiations with management and/or internal/external customers/sponsors regarding matters of significance to the organization and will implement strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results.
    • Provide training to personnel that perform work that relates to nuclear quality assurance, as well as any support staff as needed.
    • Provide input and complete corrective actions in compliance with nuclear quality assessments, issues, etc.
    • Perform other duties as assigned.
    Qualifications
    • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
    • Bachelor's degree in a science, engineering or other technical area or the equivalent combination of education and related experience and extensive experience resolving complex problems and developing, planning, and coordinating solutions.
    • Advanced experience in developing and implementation of nuclear quality assurance programs.
    • Experience managing with a strategic focus an organization with one or more technical areas typically through Technical Staff Leaders to lead and achieve unit objectives and meet DOE and customer/sponsor requirements.
    • Expert communication (written and verbal), facilitation, collaboration, and problem-solving skills necessary to direct an organization, lead innovative research and operations, build cooperative multi-disciplinary teams, and interact with management and customers/sponsors.
    • Highly Advanced experience and demonstrated knowledge and ability in the implementation of ASME NQA-1, 10 CFR 820, and 10 CFR 830 requirements with emphasis on areas that include, but not limited to, reasonable assurance, safety basis, design, procurement, control of items, material traceability, records, shipping/handling, test and inspection control, and special processes.
    • Currently qualified as a Lead Auditor in accordance with ASME, NQA-1, 2008.
    • Demonstrated leadership skills to effectively lead and manage small, multi-disciplinary teams with significant experience interacting and collaborating with all levels of technical staff, managers, vendors, and external contacts.
    • Sound knowledge of engineering maintenance techniques and construction methodologies, including the knowledge of engineering systems and calculations; applications of engineering methods; and application of technology aided engineering tools to conventional and non-conventional facility and operations-based engineering problems.
    • Expert level knowledge of engineering concepts such as: the Single Failure Criteria, Defense-in-Depth concepts, Common Mode vs. Common Cause Failures, Engineering Judgement, etc.
    • Self-directed and able to handle multiple demands and deadlines with a sense of urgency, drive and energy while delivering quality results.
    • Ability to promote the Quality Assurance Program, encourage others to react to and accept changes and to move in new directions as needed.
    • Strong team building skills, reflecting your dedication to fostering a collaborative and high-performing work environment.
    Qualifications We Desire
    • Experience in ASME Section III program implementation.
    • Familiarity with ISO 9001 implementation in the nuclear industry.
    • Knowledge of institutional applications, TIME, ServiceNow, and DevonWay.
