    Marketing Statement:

    Under Metro's Department of Safety, the ideal candidate for the Director of Response and Recovery Coordination in the Office of Emergency Preparedness that leads a 24/7/365 team of specialists, will need emergency management experience in operational response, training and presence for oversight of on-scene safety events, and prior collaborative involvement with first responders both training and unified command.

    The incumbent will be a key player in setting a new strategic direction and standard to improve our agencywide approach to implementing a Safety Management System through a risk based approach of safety events.

    We value extensive experience leading in a command and control setting, plus excellent written and verbal communication skills, advanced analytical and innovative thinking, as well as an industry leader with a proven management and operations track record.

    Bachelor's degree in Emergency Management, Operations, Business, Public Administration, or other related fields

    In lieu of bachelor's degree, a high school diploma or general education diploma (GED) and four (4) years of experience performing emergency management activities.

    Experience leading and managing in a manner that drives performance and results, may be considered in the absence of a degree.

    Minimum six (6) years of accomplished experience in emergency management, working in operationally complex organizations. Experience leading and managing in a manner that drives performance and results to include minimum two (2) years supervising subordinate staff
    Master's degree in Emergency Management, Operations, Business, Public Administration, or other related fields
    Extensive experience managing critical incidents in a command and control environment
    Advanced certification in the field of Emergency Management (e.g. Applied knowledge, experience or certification in Program Management, Safety Management Systems, Systems Engineering, Change Management and Just Culture
    Completed FEMA Incident Management training (e.g. Knowledge of transit operations and relevant emergency management principles, risks and strategies in a transit or transportation operating environmentBachelor's degree in Emergency Management, Operations, Business, Public Administration, or other related fields

    Satisfactorily complete the medical examination for this position, if required.

    In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions.

    Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

    The Office of Emergency Preparedness (OEP) mission is a 24/7/365 commitment to mitigating, preparing for, responding to, and recovering from planned and unplanned events.

    The office is a part of the Department of Safety's Safety Management Oversight function.

    The incumbent leads a 24/7 team of response and recovery specialists, which performs a range of functions across rail, bus, paratransit and the rest of the Authority, including incident management oversight, on-scene coordination, training, and readiness activities.

    The incumbent is a key member of the leadership team established to implement the agency's robust Safety Management System.

    The incumbent manages multiple strategic and operational partnerships, not only internally with the Authority's executive and senior management teams, but also externally with local and regional agencies.

    The incumbent has extensive technical knowledge and applied experience of emergency management response and recovery execution in a complex operational organization, is able to envision and deliver organizational change, and is highly skilled as a leader, manager and administrator to manage a wide range of complex programs with a proven record of delivering results on time, within budget, and in collaboration with others.

    Accountable for the scope, delivery and continuous improvement of OEP's emergency response and recovery coordination functions across rail, bus, paratransit and the rest of the Authority, including incident management oversight, on-scene coordination, training, and readiness activities, plus the development and continuous of policies, procedures, programs and performance.

    Responsible for meeting federal, regional and local regulations and obligations regarding emergency response and recovery to ensure the Authority is prepared to respond, recover and then mitigate and prevent any emergency, crisis or disaster.

    Leads, manages and directs the Office of Emergency Preparedness Response and Recovery Coordination team, by setting expectations, standards and a strong culture, setting the team's strategic objectives and work plan, recruiting and training specialist personnel, maintaining a highly functional and professional administrative system, and performing all supervisory and performance management duties.

    Tracks and reviews the quality, effectiveness, impact and compliance of the response and recovery coordination activities and other necessary functions delivered by the team, seeking to continually improve and refine all team activities to reach or surpass global emergency preparedness best practices; monitors and responds to regulatory oversight and audit findings, recommendations, Corrective Action Plans and related activities.

    Manages and cultivates multiple strategic and operational partnerships, not only internally with the Authority's senior management teams across all rail, bus, paratransit and administrative departments, but also externally with local and regional agencies, such as the jurisdictional fire departments.

    Represents the Authority on internal and external emergency management activities, committees, task forces, teams, and meetings.

    Plays a critical leadership role in implementing the Authority's Safety Management System (SMS), ensuring the Response and Recovery Coordination team activities are driven by and feed back into the Authority's risk identification, management, and mitigation SMS cycle.

    Manages the budget and contracts for the Response and Recovery Coordination team and associated activities.

    Supports, and as needed acts in the absence of, the Senior Director to provide visionary leadership, strategic direction, and operational management to effectively address the Authority's goals for a comprehensive emergency preparedness and crisis management strategy that satisfies the highest standards, international best practices, and the business needs of one of the largest and high profile transit systems in the United States.

    Nor is it intended to limit in any way the right of managers and supervisors to assign, direct and control the work of employees under their supervision.
