    This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5.     ROLE SUMMARY

    As an integral part of the Healthy Chicago 2025 initiative, the Program Auditor III position will be responsible for coordinating with delegate agencies to ensure fiscal and contractual compliance. Under the direction of the Director of Health Equity and Strategic Partnerships for the Office of Community Planning & Equity Zones (CPEZ) within the Community Health Bureau, the Program Auditor III will ensure compliance to grants the program is awarded, conducts site visits, and audits as needed.

    ESSENTIAL DUTIES

    Under the direction, essential and other important duties and responsibilities for Program Auditor III may include, but are not limited to, the following:

    * Align work with CDPH's vison, mission, strategies, goals, and objectives as well as CDPH's Guiding Principles: Cultural Leadership, Dismantling Racist Systems, Trauma Informed Transformation and Health Equity; Healthy Chicago 2025 Principles, Health in All Policies; and make sure deliverables are aligned with goals and objectives

    * Processes requests for payment by reviewing invoices, vouchers, and supporting documents against approved budgets and scopes of work for delegate agencies, contractors, and vendors.

    * Processes employee reimbursement request for the program

    * Support development of fiscal related Key Performance Indicators as part of the ongoing quality improvement plans for the CPEZ office.

    * Supports development of budgets and fiscal documents related to grant application and grants management.

    * Conducts and leads audit teams conducting on-site reviews of delegate agency programs to evaluate programmatic and fiscal operations for compliance with funding source requirements and contractual agreements

    * Reviews complex contracts, work programs and budgets for large programs involving multiple sites to identify criteria and objectives for contracted services, performance measures and compliance requirements

    * Participates in developing, monitoring, and reporting instruments used to evaluate programmatic and fiscal performance of delegate agencies to ensure compliance

    * Conducts initial meetings with agency managers to discuss the audit process, request records and reports and coordinate the scheduling of program sites for audit

    * Coordinates site visits, planning the audit schedule, making work assignments, and reviewing monitoring instruments with audit team in preparation for programmatic and fiscal reviews of delegate agencies with multiple program sites

    * Reviews narrative and statistical reports documenting audit findings prepared by lower-level program auditors and makes recommendations for corrective actions in cases of noncompliance

    * Works with auditors to resolve complex non-compliance issues

    * Acts as a liaison with agency representatives, advising them on methods to resolve programmatic and fiscal deficiencies and explaining funding source guidelines and contract requirements

    * Prepares unit's program activity reports.

    * Coordinates trainings for delegate agencies and staff in need of technical assistance

    * Provide clear and effective communications (written and oral) to city staff and external partners including Contract and Finance teams, delegate agencies, contractors, and vendors.

    * Provide technical assistance, responding to questions/inquiries, and helping identify and resolve issues.

    Additional duties may be required for this position.

    Days: Monday - Friday

    Hours: 8:30AM - 4:30PM

    Qualifications

    MINIMUM QUALIFICATIONS

    Education & Experience

    • Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration or a related field supplemented by two years of progressively responsible program auditing experience, or an equivalent combination of training and experience is required.

    OTHER KNOWLEDGE, SKILLS, ATTRIBUTES, AND ABILITIES

    • Knowledgeable on: program and fiscal auditing practices and procedures; Generally accepted accounting principles; Techniques used to establish program performance measures; Funding source reporting requirements.
    • Possess high competency in Excel.
    • Able to: Conduct large scale and comprehensive programmatic and fiscal reviews; Prepare and review narrative and statistical reports on audit findings; Provide technical assistance; Access multi-level facilities
    • Skilled in: Application of auditing and assessment procedures; Assessing delegate agencies' compliance with contractual agreements; Auditing skills; Analytical skills; Business math skills
    • Good oral and written communication skills
