POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION
This is an exciting opportunity for a professional position in the Department of Public Works & Utilities.
This person is expected to be the subject matter expert in a wide range of construction activities and methods for the City's extremely talented project management staff.
The primary purpose is for planning, developing and implementing the programs and projects of the Construction Inspection operations.The work consists of several responsibilities:
Supervise the Construction Inspection staff in conducting systematic quality assurance inspections of all new and improved construction by capital and development projects of storm drainage systems, roadways, water and sanitary sewer utility systems, and landscaping to check for compliance with applicable City of Westminster codes, standards, specifications, and approved plans Develop and implement policies, procedures, and standards for efficient and effective operation systems in inspecting capital and development projects Manage small capital projects Facilitate large private utility projects through city processes Make recommendations to the Assistant City Engineer for establishing goals and objectives and doing long-range planning for the construction inspection group
Prepare and deliver a variety of reports and projects as requested by the Assistant City Engineer Participate in the development and implementation of departmental policies and procedures
Work is under the direction of the Assistant City Engineer but with appreciable latitude for independent judgment and action for achievement of desired objectives.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate.
The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English.
Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee's level of proficiency and usage.

Supervise the Construction Inspection staff within the Engineering Division Manages small capital projects and contract administration, including:
developing specifications writing Requests For Proposal/Invitations For Bid (RFP/IFB) coordination with City's Purchasing section development of award measures project management determine conformance to local, state, and federal specifications
Facilitates large or citywide private utility deployment projects to ensure compliance with city codes and standards
Coordinates construction management activities with other city departments and with outside agencies Administers and updates the City's Standards and Specifications under the supervision of the Assistant City Engineer Responds to inquiries, concerns, and complaints from the public Reviews construction plans and specifications for conformance to applicable, codes, standards, specifications, and approved plans Observes work during construction and upon completion of project Assists in the development of the budget and scope of construction projects Assists in the development of department budget information, goals, objectives, policies, and procedures Maintains regular and punctual attendance

Physical Requirements

WORKING CONDITIONS
Work is performed both indoors and outdoors with occasional exposure to extreme temperatures.
Indoor work involves sitting for extended periods in an office environment with frequent exposure to distractions and interruptions created in a multipurpose work environment.
Outdoor work performed in this position can be physical in nature and requires sufficient physical stamina and strength to perform inspections in all stages of construction on a routine basis.
Outdoor work also requires the ability to stand and walk on uneven terrain in various conditions. Work entails exposure to periods of high activity and stress under demanding conditions.The position requires a great deal of communication with City employees, the public and outside agencies as well as clear articulation of information in presentations and on the telephone.
May be required to use personal vehicles to travel to and from meetings and other locations throughout the City and Denver metro area.
