Duties:


  • You will serve as the supervisor of the Administrative Services Branch, Code 83420, within the NIWC Pacific Command Operations Division, Code 83000.
  • You will manage eight administrative functions, a large branch budget (FY24 $2.9M), and a team of approximately 25 government/contractor personnel.
  • You will evaluate changes to governing policies, analyze existing internal policies and procedures, and make corresponding updates.
  • You will evaluate branch processes for effectiveness and efficiency, make recommendations, and implement process improvements.
  • You will determine contracting strategies; initiate contracting actions for supplies, material, and services; and oversee the activities of branch Contracting Officer Representatives (CORs).
  • You will regularly communicate with Center/department leadership, personnel in contracting and finance, and functional area counterparts at NAVWAR HQ.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR
  • You will be required to obtain and maintain a current valid United States driver's license.

Qualifications:


  • Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS11 grade level or NM3 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

Provide guidance in travel management or operations management in areas such as policies/regulations/process improvements in order to meet the Command's requirements.

Additional information:


This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.

The pay schedule and pay band for all Administrative Specialist/Professional Positions will be NM-1/2/3/4/5/6.

This position is telework eligible as determined by the agency policy.

You will be required to obtain and maintain a current valid United States driver's license.

Certain incentives (such as recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.

This position is covered by the Department of Defense Priority Placement Program.
