Description
Capacity Development Field InspectorThe Capacity Development Specialist is responsible for providing technical assistance to PWSs at the direction of the Capacity Development Coordinator, to promote current compliance strategies and for the future. The ability to collect and compile relevant data for a system in order to strengthen technical, managerial and financial resources is necessary for success. On-site inspections are conducted where hands on training, specific to each system is conveyed through demonstration, lecture, and assessments. Reports documenting site-visits that explain strengths and weaknesses and present recommendations for continued improvements are prepared. These strategies will be system specific and will be a system's roadmap for a sustainable future. Other topics such as asset management will also be employed to aid systems' abilities to plan for future successes. The ability to effectively communicate scientific and technical information to diverse audiences is required. Understanding the value of building strong and lasting relationships with stakeholders and the ability to do so is paramount to the success of the program.
Essential Functions:
oCollect & compile information from system including sample data, treatment logs, operations and maintenance info.
oAnalyze and interpret data.
oDevelop strategies for overall improvement of managerial, technical and financial capacity.
oConduct on-site investigations, assessments, and inspections.
oPrepare reports documenting on-site visits and provide recommendations.
oCoordinate with stakeholders and others to ensure a holistic approach is taken.
oReport to the Capacity Development Coordinator system status and program improvement opportunities

The position includes a career ladder for professional development and pay progression.
oBachelor's degree in a scientific field or equivalent education or experience.
oTwo or more years progressively more experience including planning, prioritization, coordination of people and resources in the public water supply field.
oPreferred experience with leadership techniques, customer service principles, public health priorities, and troubleshooting public water supplies.
oCurrent valid driver's license and clean driving record in accordance with the State of Montana Vehicle Use Policy.
