- Coordinates and performs environmental and regulatory compliance duties for the City's Pretreatment Program in accordance with Federal, State, and local regulations in order to protect the municipal wastewater collection system, treatment plant, and the environment by preventing damage that may occur when commercial industries, businesses, and residents discharge harmful wastewater into the public sewer system.
- Coordinates, supports, interacts, and collaborates with various City departments to identify environmental impacts of their operations and actions needed to avoid or mitigate harmful impacts; coordinates with the City's Collections Crew to assist in identifying and solving problem areas within the public sewer system.
- Conducts quarterly inspections of all permitted pretreatment industrial facilities for compliance with Federal, State, and local wastewater discharge regulations.
- Conducts regular commercial inspections and monitors all Food Service Establishments (FSEs), Auto Facilities, and Dental Facilities for process wastewater discharge compliance related to Fats, Oils, and Grease (FOG).
- Conducts Industrial Waste Survey inspections on new businesses and businesses that are renewing their annual business licenses for any potential to discharge industrial wastewater into the public sewer system.
- Conduct field tests, take readings or measurements, or as appropriate, collect samples of wastewater, storm water, groundwater, and other sample matrices using proper sampling methods, equipment, and chain of custody protocols for NPDES monitoring programs and regulatory requirements; reviews, interprets, and evaluates the data from such field tests, measurements or reports of analysis.
- Participates in developing and delivering community education and awareness programs related to Fats, Oils, and Greats (FOG) and Best Management Practices (BMPs); educates the residential and business community on the damage that can occur when disposing of FOG down the drain and into the sewer system.
- Receives and responds to communications from other agencies and the general public on program issues or complaints; coordinates with other City staff to address community and agency concerns; conducts investigations into the concerns and ensures specific mitigation plans are implemented to completion and reported to relevant agencies; prepares required notices for publication and dissemination to the public.
- Coordinates and collaborates with outside agencies including Riverside County Health Department, Santa Ana Watershed Project Authority (SAWPA), and other companies including laboratories and environmental compliance services in obtaining information and service to assist the City in maintaining compliance with regulatory requirements.
- Generates and completes various mandated reports as required to ensure the City's compliance with all Federal, State, and local regulations.
- Operates a computer to enter data, update, and maintain a detailed information database for compliance tracking and reporting; generate useful printed reports from the database.
- Coordinates with City staff to develop, update, and implement policies and procedures to achieve departmental goals, objectives, and priorities.
- Reviews and evaluates proposed environmental legislation and regulation for its impact on City's operations; provides recommendations and proposed actions on strategies for complying with proposed environmental legislation; participates as part of a team in coordinating necessary updates to the City's municipal code in order to comply with Federal, State, and local wastewater discharge regulations.
- Participates in regular meetings with City staff to advise on and address issues as they relate to environmental compliance concerns.
- As necessary, conducts regulation enforcement tasks pursuant to the Enforcement Response Plan; coordinates with Code Compliance and legal counsel, as necessary, for the issuance of Notices of Violation; conducts compliance review status meetings with industry representatives; monitors actions taken for compliance and updates database accordingly.
- Serves as the City's liaison with governmental agencies, industry, community groups, and organizations related to environmental compliance; attends meetings, answers questions, and provides information on assigned and projects.
- Speaks before meetings in public forums; takes proactive steps to build positive relationships with key stakeholders.
- Drafts and/or prepares technical reports, emergency response plans, and business correspondence.
- Maintains a diverse range of records, databases, and documents on assigned program operations and activities.
- Provides training to staff in City departments on compliance issues as needed.
- Observes and complies with all City and mandated safety rules, regulations, and protocols.

Summary Description
Under general supervision, to perform a variety of technical and professional environmental and regulatory compliance activities including sampling and inspections; to coordinate the City's Pretreatment Program to ensure compliance with the National Pollutant Discharge Elimination System (NPDES) Permit and the Water Quality Management Plan (WQMP) for the Santa Ana region; to enforce the City's Industrial Waste Ordinances and FOG Program protect the sewer collection system; to respond to complaints and inquiries pertaining to environmental issues; to maintain records and files of all activities; to participate in public education initiatives; and to perform related work as required.
This is a single-incumbent professional journey level class with responsibility for performing complex and sensitive environmental compliance inspections, and related program coordination and administration. Incumbents are expected to perform specialized professional, administrative, and technical work requiring thorough knowledge of local, State, and Federal regulations, as well as departmental systems and procedures. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. The work is performed independently and requires a high degree of ability to exercise judgment when dealing with the public, business, and other governmental agencies.
Representative Duties
Knowledge of:
Operations, services and activities of a municipal public works environmental compliance and inspection program.
National Pollutant Discharge Elimination System (NPDES) laws, regulations, and ordinances and requirements pertaining to local governmental operations.
Advanced principles, techniques and procedures for industrial wastewater inspections.
Biological and chemical principles related to water quality issues, sampling and laboratory methods.
Principles of public relations.
Engineering plans, maps, legal descriptions, title reports.
Local ordinances and codes, permitting procedures, and department operating procedures.
Operation of wastewater samplers, flow meters, pH meters, and basic test kits for field tests of wastewater and water samples.
Principles and procedures of detailed record keeping.
Principles and practices of technical report preparation.
Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.
Occupational hazards and standard safety practices.
Accepted safety standards and methods of public works infrastructure projects.
Research methods and sources of information related to public works environmental compliance and inspection.
Recent and on-going developments, current literature, and sources of information related to public works environmental compliance and inspection.
City and mandated safety rules, regulations, and protocols.
English usage, grammar, spelling, vocabulary, and punctuation.
Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
Ability to:
Administer, coordinate, and participate in the City's environmental compliance program and activities including inspections, public education, and recordkeeping and reporting.
Perform advanced level, complex public works environmental programs inspection activities in a variety of construction sites, commercial, and industrial properties for compliance with the National Pollutant Discharge Elimination System (NPDES) laws, regulations, and ordinances.
Interpret, apply, explain, and ensure compliance with applicable codes, ordinances, Federal, State, and local laws, rules, regulations, policies, and procedures.
Apply technical knowledge and follow proper inspection techniques to examine and assess infrastructure and facilities in order to detect deviations from plans and regulations.
Advise on management best practices for public works environmental program compliance consistent with various federal, state and local requirements.
Read and interpret complex and difficult blueprint and engineering records, plans, and specifications.
Keep up with constantly changing laws, codes, ordinances, and regulations.
Learn more complex principles, practices, techniques, and regulations pertaining to assigned duties.
Enforce necessary regulations with firmness and tact.
Use a variety of types of field testing devices.
Prepare clear and concise technical reports.
Maintain complex records and files.

Experience, Education and Licenses
Education/Training:
Equivalent to the completion of an Associate's degree, including the completion of coursework related to environmental or related sciences.
Experience:
A minimum of three (3) years of increasingly responsible journey level experience in conducting environmental inspections with an emphasis in performing storm water compliance inspections.
License or Certificate:
Must possess a valid California Class C Driver's License and maintain possession of such license during the course of employment.
Possession of a Grade I Environmental Compliance Inspector Certificate issued by the California Water Environment Association (CWEA). Grade II certification highly desirable.

Environmental Conditions:
Employees primarily work in the field and may be exposed to hot and cold temperatures, inclement weather conditions, loud noise levels, vibration, chemicals, unpleasant odors, mechanical and/or electrical hazards, and hazardous physical substances and fumes. The nature of the work also requires the incumbent to climb ladders, and often work with constant interruptions. Employees frequently deal with the public in interpreting and enforcing laws, regulations, policies and procedures.
Physical Demands:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various locations in the field; vision to read printed materials and a computer screen and when making inspections and discerning pollutants; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification regularly sit, stand, walk on level and slippery surfaces, reach, twist, turn, kneel, bend stoop, squat, crouch, grasp, crawl, and make repetitive hand movement in the performance of daily activities. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing 50 pounds or more.
Mental Demands:
While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; read and interpret complex data, information and documents; analyze and solve complex problems; use math/mathematical reasoning; perform highly detailed work under changing, intensive deadlines, on multiple concurrent tasks; work with constant interruptions, and interact with City management, staff, developers, contractors, homeowners, members of the public, representatives of private agencies and others encountered in the course of work.
