Under the direction of the Institution Quality Management/Patient Safety (QM/PS) Health Program Manager III, the Health Program Specialist (HPS) I is a highly skilled, technical subject matter expert supporting the local QM/PS Programs and is a member of the institution Quality Management Support Unit (QMSU).2
Under the supervision of the Inmate Dental Services Program, Health Program Manager (HPM) III, the Health Program Specialist I (HPS I) (Institution) serves as the site-specific subject matter expert of a complex and highly sensitive statewide dental health program in the Inmate Dental Services Program (IDSP). The HPS I performs in a leadership capacity over major projects at the assigned institution, including the analysis, validation, and sustainability of a performance management system for continuous program monitoring and evaluation as required under the Perez Amended Stipulated Agreement. This position is an independent, highly skilled technical expert in quality improvement processes, and proof of practice documentation to ensure departmental compliance with all court orders, laws, rules, regulations and Policies and Procedures (P & Ps) governing correctional dental health care. Limited travel may be required.
Minimum Qualifications HPSI:
Either I
One year of experience in the California state service performing duties equivalent to Associate Health Program Adviser. (Applicants who have completed six months of service performing the duties as specified above will be admitted to the examination, but they must satisfactorily complete one year of this experience before they can be eligible for appointment.)
Or II
Experience: Three years of progressively responsible experience in health program administration, at least one year of which shall have been with major responsibility for a significant program such as is normally found in a complex or departmentalized medical care delivery setting or health institution or organization. (Possession of a Doctoral Degree in Public Health, Health Administration, Health Planning, Public Administration, or a closely related health professional field may be substituted for up to one year of the required general experience.) and
Education: Possession of a Master's Degree in Public Health, Health Administration, Hospital Administration, Comprehensive Health Planning, Public Administration, or a closely related health professional field. (One year of additional specialized qualifying experience may be substituted for the required master's degree.)
Individuals who are eligible for a Training and Development assignment may also be considered for this position(s).
Working Conditions
Travel is required.

Candidates new to CDCR or the Division of Juvenile Justice are required to submit to a background investigation process utilizing Live Scan Fingerprinting, and Tuberculosis testing prior to appointment followed by department annual Tuberculosis testing/evaluation thereafter.
