    ** Cover letter required for all positions and optional for facilities, campus services, and hospitality positions unless otherwise specified.Job Description SummaryResponsible for leading the formulation and management of the University's budget and crafting a comprehensive financial planning strategy aligned with the institution's mission and priorities. Conducts intricate financial analyses, acts as a consultant in shaping budget and financial planning policies, and implements industry best practices in these processes. Fosters collaborative relationships with senior University officers and other stakeholders to facilitate the creation of both short-term and long-term financial plans throughout the organization. Additionally, will play a pivotal role in establishing an analytics team tasked with designing, developing, and implementing predictive analytics, utilizing business intelligence reports and dashboards. Serving as a best-in-class resource to guide decisionmakers within the University and effectively convey analytical and longitudinal insights to both internal and external audiences.Job Description

    Essential Functions:

    Strategic Financial Planning:

    • Develops and communicates the vision for an annual and forward-year budget and financial planning process based on realistic revenue and expenditure assumptions; prioritizing the alignment of allocation decisions with strategic goals and priorities.
    • Creates a framework for collecting, analyzing, and reporting short-term and long-term resource requirements and related decision support information.
    • Designs financial models responsive to new information or financial circumstances, overseeing ongoing modeling and projections for University revenues and expenses.
    • Assesses potential business relationships with external parties to optimize the University's financial and programmatic benefits.
    • Identifies opportunities for revenue enhancement and establishes targets for cost savings, resource reallocation, or realignment.
    • Conducts weekly meetings with the Budget Committee, consisting of the Executive Vice President/CFO, Provost, SVPFA Finance, and Associate Provost of Budget & Planning, providing updates on diverse financial issues, including tuition modeling, enrollments, faculty and staff compensation, staffing and workload, utilities, resource management issues in University units, budget trends, and their implications on University operations.
    • Supports the planning, development, and administration of the University's long-range capital plan, recommending strategy and vision to university senior leadership.
    • Develops presentations and leadership discussion points for the quarterly Finance Committee meetings of the Board of Trustees.

    Operational Excellence:

    • Develops and maintains budget and financial planning policies and procedures that will support the maximization of resources for the University.
    • Implements, ensures oversight, and continually improves budget and planning information systems and ensures training for budget staff throughout the University.
    • Analyzes and recommends refinements of business plans for auxiliary enterprise units and internal service organizations.
    • Develops analytical methodologies appropriate to the unique operations of a major athletics program.
    • Serves as a consultant to University leadership to assist in both the preparation of budget requests and the regular review of school and/or department resource activity.
    • Ensures continual monitoring and maintenance of operating and capital budgets and the cost allocation model.
    • Plays a key role in data reporting and visualization; data management and quality; and business intelligence training, education, and promotion for Finance & Administration
    • Conducts data quality assessments by identifying discrepancies, errors, and inconsistencies within datasets for dashboards, data models, research projects, or statistical modeling.

    Collaborative Leadership:

    • Determines training requirements for campus personnel engaged in budget formulation and execution and designs/delivers programs.
    • Guides the departments within the division of Finance & Administration with annual budget development and management.
    • Acts as a liaison and consultant to college, school, and department associates to coordinate academic budgets, and resource planning, and provide budget versus actual reporting to the EVP/CFO, Provost, and other university partners.
    • Works closely with the Controller in developing the GAAP forecast and quarterly preparation of the budget and actual financial results presentations to the Board of Trustees.
    • Partners with Human Resources colleagues on forecasting impacts of University merit and market adjustments, fringe benefits expense and annual salary administration process.
    • Collaborates with data stewards, data custodians, and other stakeholders to resolve data quality issues and implement preventive measures.

    Required Education, Knowledge, Skills, Abilities:

    • Master's degree in a business-related field such as accounting, economics, or finance and a minimum of ten years of progressively responsible experience as a budget officer, preferably in higher education.
    • Exceptional quantitative, analytical, and financial modeling skills.
    • Record of success in building or integrating major financial management systems with the organization's budget and financial planning processes.
    • Comprehensive knowledge of predictive budget modeling and revenue forecasting methods.
    • Ability to present complex financial information to various audiences, including faculty, senior administrators, and trustees, in a manner easily understood by non-financial professionals.
    • Ability to relate and build strong relationships with individuals from diverse communities and cultures at all organizational levels.
    • Experience leading a team of analysts; coordinating their efforts to investigate new functionality, designing, configuring, documenting, testing, and implementing data analytics and BI enhancements and upgrades.

    • Supervises staff, including scheduling and assigning work, reviewing performance, and recommending salary increases, promotions or discharges.
