This is a salaried, professional, and supervisory position in the Integrated Support & Recovery Services (ISRS)

    Section of the Human Services Department.

    This position is designed for a highly motivated, creative, collaborative, and compassionate individual who has good communication skills and can effectively lead a team.

    This position involves program management as it relates to the Outpatient Mental Health & Substance Use Clinic. This leader is responsible for clinic operations, including compliance with mandates and statutes.

    Maximizing productivity and efficiencies of clinic to ensure services are optimized through policies and processes within practitioners' scope of practice.

    Oversight of a diverse, multi-disciplinary team of practitioners. Responsibility to prioritize, balance, and manage resources in an ever-growing service area, practicing ethics, inclusivity, and self-awareness.

    Must understand and be able to integrate multiple State and Federal statutes, rules, policies, and regulations, as well as Human Services & County vision & mission and operationalize them into effective and meaningful services.

    This is a full-time salaried position working weekdays, generally from 8:00am-4:30pm.


    Salary Range:

    Essential Job FunctionsFulfils the role of the Outpatient Mental Health & Substance Use Clinic Administrator.

    This role involves Clinic Licensing including recertification, audits, maintaining insurances and responsibility for development, oversight, and regular updating of policies and procedures to ensure program compliance with all relevant statutes and regulations.

    Actively develops and oversees Quality Assurance/Quality Improvement systems to improve effectiveness and compliance of services within the Outpatient Mental Health & Substance Use Clinic and section as a whole.

    Holds both program and staff accountable to comply with statutory requirements, insurance mandates and achieving program goals. Ownership of grants within the Clinic encompassing applications, data reporting, oversight of contracted vendors and budgets. Seek feedback from Human Services staff as well as community partners on effective utilization of grant funds.

    Actively collaborates with ISRS section administration, Human Services administration, and County administration to determine where and how ISRS clinic will most effectively be utilized to support the needs of individuals with mental health and/or substance use challenges.

    Administrative oversight of multi-disciplinary staff as they provide services within the section, agency, and county system.

    Additional ISRS staff are available to assist in clinical supervision as needed depending upon qualifications of individual filling this role.

    Develops and monitors service system approaches based upon Evidence-Based and/or promising practice related to target populations.

    Ability to understand and decipher statutes, policies, billing codes, and mandates into clinic operations with efficiencies and effectiveness in mind to optimize service.

    Detail oriented and critical thinker, with ability to lead team to operationalize processes to ensure intricate details of clinical worker is captured accordingly for reporting, billing, and compliance.

    Ability to put policy into practice.

    Clear and concise written and oral communication, with ability to clearly translate expectations and connect with clinicians and clients alike.

    Expertise in areas of clinical billing, insurances, and Forward Health. Ability to compute and analyze statistical and financial information.
    Ability to produce and present concise oral and written reports.
    Ability to use data effectively in monitoring program performance, obtaining desired results and focusing resources on current needs.
    Ability to supervise, train, motivate and discipline subordinate personnel.
    High level attention to quality assurance and adherence to policies and procedures. Ability to be assertive to hold practitioners and systems accountable to expectations and outcomes, within the context of relationship. Flexibility and agility to be able to think critically and shift focus often. Modeling and supporting resourcefulness, independence, ownership, and initiative. In depth understanding of Wisconsin Statutes 35 and 75.

    Training, Experience and Other Requirements Graduation from accredited college or university with a Master's Degree in Social Work, Psychology, Sociology, or related field.

    May consider a bachelor's degree with five years of relevant experience.

    Preference for licensure as Clinical Social Worker, Substance Abuse Counselor, AODA Clinical Supervisor, Professional Counselor, or Marriage and Family Therapist.

    May consider other equivalent combination of training and experience.
    Must have personal vehicle and valid driver's license, or other reliable means for travel to appointments and meetings.
    Successful completion of criminal record check as required by the Wisconsin Caregiver Law.
