- In partnership with the CCO Clinical Team, leadership, and partner organizations, develop, implement and oversee a Behavioral Health Integration Strategic Plan or initiative that effectively meets members mental health and substance use needs regardless of the site where members are seen.
- Provide leadership for the development of quality improvement initiatives and evaluation of supports for members with mental health and substance use diagnoses, including the development of new payment and delivery system models.
- In collaboration with BH Leadership, develop and monitor a dashboard of system performance with success indicators and clinical and financial outcomes.
- Assist in the compliance monitoring of provider network to review utilization, quality improvement, and evaluation programs for members within mental health and substance use disorder services.
- Participate in policy and planning discussions focused on creating increasingly integrated health care delivery models on a community-wide basis.
- Collaborate with medical and behavioral health providers to create systems and protocols that encourage the provision of mental health and substance use supports for improved physical health, including the use of traditional health workers.
- Partner with internal teams to develop plans to support practice transformation efforts for mental health and substance use providers.
- Influence the development and utilization of IT systems for optimal information sharing between physical and behavioral health providers.
- Collaborate with other BH Leadership to assure access to medication for substance use disorders across the provider continuum.
- Represent CCO in applicable activities including clinical and other professional organizations. Serve as a representative and clinical spokesperson for the CCO in support of new modes of care that integrate mental health, substance use, physical health, and dental care.
- Provide the leadership necessary to maintain a high degree of engagement from CCO stakeholders, including County partners, behavioral health professionals and providers, advocates, and members through open communication and clear articulation of goals and vision.
- Manage team and recommend team direction and goals in alignment with the organizational mission, vision, and values.
- Identify work and staffing needs to meet work expectations; recruit and hire, using an equity, diversity, and inclusion lens.
- Plan, organize, schedule, and monitor work; ensure employees have information and resources to meet job expectations.
- Lead the development, communication, and oversight of team and individual goals; ensure goals, expectations, and standards are clearly understood by staff.
- Train, supervise, motivate, and coach employees; provide support toward employee development.
- Incorporate guidance from CareOregon equity tools into people leadership, planning, operations, evaluation, and decision making.

- Master's degree in social work, counseling or related field
- Minimum 5 years' experience as a behavioral health professional
- Valid driver's license, acceptable driving record, and automobile liability coverage or access to an insured vehicle required
- Minimum 2 years' experience in a supervisory position or minimum 1 year experience in a supervisory position with completion of CareOregon's Aspiring Leaders Program
- Licensed Professional Counselor (LPC) or Licensed Clinical Social Worker (LCSW)
- Experience working in the healthcare industry, preferably in Medicaid or Medicare
- Leadership experience of managed care or other population health, quality and cost outcomes
- Experience working with integrated primary care and behavioral health models
- Experience working with criminal justice system
- Experience applying innovative and creative approaches to improve health care delivery
- Strong knowledge of the Community Mental Health and Addictions system in Oregon
- Strong knowledge of the clinical management of diverse mental, behavioral health and addictions issues
- Strong knowledge of recovery-oriented system of care principles and practices
- Knowledge of Behavioral Health managed care practice, including utilization management, population health improvement, guideline development, disease management and cost effectiveness evaluation
- Strong knowledge of applicable regulatory and contractual requirements for Medicaid
- Strong knowledge of provider payment issues, practice models and continuous quality improvement concepts
- Excellent communication and collaboration skills for work with diverse stakeholders
- Ability to implement new and improved approaches to improvement of care and service quality

Job Summary
This position is responsible for providing behavioral health leadership for a Coordinated Care Organization (CCO) for the purpose of developing and improving the quality of the system of care for members with mental health and substance use needs.
The intended outcome is to assure members have access to a full continuum of services and supports, as well as ensuring robust referral pathways throughout the continuum.
This position works closely with service provider leaders, CCO leaders, advisory councils, other system leaders such as crisis systems, criminal justice, and law enforcement, and CareOregon's Behavioral Health team in the areas of network management and optimization, program development, and delivery system change.
