Scope of work
The State of Florida has embarked on a multiyear endeavor to replace the current accounting and cash managementsystems with a cloud-based, modern financial management solution. The Florida PALM Team is partnering withagencies to design, build, and implement a standardized, scalable, statewide system that will enhance Florida'sbusiness practices and position Florida for future innovation. The Department's partnership with PALM will implementa statewide accounting system that enforces standardization, acts as a scalable foundation to evolve as businessneeds change, and positions Florida for future innovation as it considers a true enterprise-wide solution.
The project solution goals are as follows:
1.Reduce the State's risk exposure by harnessing modern financial management technology built on the premises ofscalability, flexibility, and maintainability;
2.Improve state and agency specific decision making by capturing a consistent and an expandable set of data;
3.Improve the State's financial management capabilities to enable more accurate oversight of budget and cashdemands now, in the future; and
4.Increase internal controls by enabling standardization and automation of business processes within and betweenDFS and agencies.
Minimum Qualifications of Candidate
The Department is seeking the most qualified and experienced vendor to prepare the Florida Department ofEducation for the (PALM) transition and implementation. The Contractor must work independently on concurringPALM assigned tasks. The Contractor must have good communication and organization skills. The Contractor mustbe able to follow the Department's processes and procedures related to the PALM project. The Contractor must bea Certified Project Management Professional (PMP) with the Project Management Institute (PMI).
The Contractor must have the following skill set to perform the tasks assigned:
1.Maintain current project management skills.
2.Demonstrate a working understanding of Oversight Project Management responsibilities.
3.Possess strong business analytical skills.
4.Exhibit extensive knowledge and expertise in project management methodologies and tools, resourcemanagement practices, and change management techniques.
