    Description


    The Engineering Inspector within the Community Development Department provides engineering services in support of public and private development projects and various public improvements to ensure compliance with federal, state, and local codes and regulations for stormwater, streets, sidewalks, utilities, grading, erosion control, improvement, and landscaping.


    SUPERVISION RECEIVED AND EXERCISED
    Receives general supervision from the City Engineer. The following tasks are typical for positions in this classification.

    Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here:


    Essential Functions:


    Inspects subdivision construction work including excavation, rough grading, dust control, finish grading, erection of concrete forms and falsework, placement and fabrication of structural steel, reinforcing steel and fencing; placement, consolidation and curing of concrete; enforces compliance with plans, specifications, City standards and proper construction practices for work such as installation of gas and water lines, sewers, utility conduits, parks and landscape improvements, construction of storm drains, culverts, flood control channels, drywells, retention basins, catch basins, junction structures, curbs, gutters, sidewalks, driveways, and streets; stipulates correction and repairs necessary before final acceptance is made; ensures proper traffic control; ensures proper placement and maintenance of signs, barricades and warning devices; recommends to supervisor acceptance of public improvements in completed subdivisions.

    Inspects roads, flood controls, parks and construction work performed under contract to the City, including grading, placement of road base materials, A.C.

    paving, street striping, storm drain utility placement, culvert construction, placing of concrete and landscaping; enforces compliance with contract plans and specifications; monitors contractor work in progress; interprets and coordinates contract provisions with contractor; reviews construction activity for safe operations and monitors project traffic control.

    Inspects and records issues related to storm water pollution prevention, documenting any and all deficiencies and communicates necessary changes to the appropriate individuals.

    Inspects adjacent properties for damages from construction activity; coordinates inspections with other City departments; performs routine field tests; assists in writing and developing construction specifications for new construction.

    Documents inspection activities including, but not limited to, daily construction inspection reports, job site conditions, accident reports, and unsafe conditions; issues stop work orders, non-compliance notices and other notices and orders as directed.

    Responds to inquiries and complaints from the public, staff and other agencies, provides information and takes appropriate action.
    Respond and perform assigned duties in the event of a City declared emergency.

    Marginal Functions:
    Prepare a variety of correspondence to homeowners, contractors and others in violation of codes and ordinances.
    Perform related duties and responsibilities as required.

    Knowledge of:
    Understanding of storm water issues, construction practices, Best Management Practices (BMPs), and National Pollutant Discharge Elimination System (NPDES) regulations.
    Field engineering practices and basic design criteria.
    Standard construction practices, including specifications, methods, materials and equipment.
    Proper and safe usage of all applicable testing and inspection equipment.
    Materials testing and evaluation.
    Applicable Federal and State laws, City ordinances and department policies and procedures.
    Proper English usage, including spelling, grammar and syntax, punctuation and vocabulary.

    Ability to:
    Read and understand public improvement construction plans and specifications.
    Read and interpret construction drawings.
    Deal effectively and courteously with public, contractors and their representatives.
    Analyze construction methods and materials.
    Prepare clear and concise reports.
    Use applicable equipment and applications.
    Communicate clearly and concisely, both orally and in writing.
    Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.

    A typical way to obtain the knowledge and abilities would be:

    Experience:


    The position requires three years of progressively responsible technical engineering, construction management and inspection experience, or an Associate's degree with a major in construction technology, engineering, or closely related field.


    Training:
    Equivalent to the graduation from high school supplemented by training in construction, engineering or a related field.

    License or Certificate:
    Possession of, or ability to obtain, an appropriate valid driver's license.

    Certified Erosion, Sediment and Storm Water Inspector (CESSWI) is highly desirable.

    WORKING CONDITIONS

    Environmental Conditions:


    Office and field environment; travel from site to site; exposure to computer screens, noise, dust and inclement weather conditions; work around heavy construction equipment; moving objects/vehicles.


    Physical Conditions:


    Essential and other important responsibilities and duties may require maintaining physical condition necessary for sitting, standing, walking, bending, stooping, kneeling and crawling for prolonged periods of time; climbing, operating motorized equipment and vehicles; light to moderate lifting.
