WHAT WE DO:


The Department of Public Works/Engineering is responsible for ensuring that new development, City-owned transportation infrastructure and facilities, transit services and capital improvement programs are designed, engineered, constructed, and maintained in a presentable and safe condition and per standards in accordance with the local, state and federal laws.

The Public Works Department has approximately 70 employees, an approximate annual operating budget of $23 million, and a Capital Improvement Program (CIP) budget of $70 million.

This department includes the divisions of:
administration, engineering (traffic and development and capital projects), operations (fleet, streets, and facilities), and transit.

Under general direction of assigned supervisor, performs a broad range of technically complex inspections and enforcements of City public works projects and private development.

Supervision is not normally a responsibility of this classification but may act as lead worker for temporarily assigned employees, or special projects.

The Public Works Inspector position is an Individual Contributor role that provides technical inspection of complex infrastructure projects in the city.

Their role enables the city to build with function and safety in mind and improve quality of life within Santa Maria.

JOB DESCRIPTION:
Public Works Inspector


DUTIES:

These duties are a representative example; position assignments may vary depending on the business needs of the department and organization


This position:

  • Inspects public and private construction projects as assigned, which may include city public works projects such as streets, water and sewer mains, drainage facilities, and parks facilities, as well as private construction projects for conformance with plans, specifications, standards, development regulations and/or contract requirements.
  • Reads blueprints/construction plans, interprets detailed codes and regulations, and explains inspections and construction requirements to builders.
  • Explains technical requirements, identifies discrepancies, and may be empowered to approve contractor work on the site, or issue citations, notices of violation, and/or stop orders when work does not comply with contract documents or standards.
  • Prepares cost estimates, keeps contract diaries, computes and controls contract quantities, controls contract activities, checks contractor's progress on jobs and accounts for all contract bid items in preparation of payment to contractors.
  • Submits complete daily reports to a supervisor concerning all phases of activity on each job assignment, prepares engineering field changes during the progress of construction work, and records asbuilt conditions.
  • Advises members of the general public who call concerning problems resulting from construction projects.
  • Attends continuing education classes and seminars to keep current with construction techniques, materials, and best practices.
  • Possesses a full understanding of how each phase of construction will affect a later phase or a post construction situation.
  • Scope of assigned area will depend on departmental structure and is at the discretion of the department director.
  • Upholds the values of the organization and has strong customer service orientation.
  • Performs other related projects and duties as assigned.
  • Demonstrates regular, reliable and punctual attendance.

MINIMUM QUALIFICATIONS:


  • Ideally, four years of subprofessional engineering experience; and
  • Graduation from high school.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
