    The Diesel Equipment Enforcement Section (DEES) within the Enforcement Division is seeking an enthusiastic, motivated, and resourceful Air Resource Engineer (ARE) to play a key role in utilizing emissions measurement tools to maximize and target enforcement efforts related to heavy duty vehicles.

    DEES is responsible for enforcing California's on and off-road diesel regulations and programs, including the Heavy Duty Inspection and Maintenance Program known as Clean Truck Check, Statewide Truck and Bus, Off-Road Equipment, and Transport Refrigeration Unit Regulations.

    DEES conducts planning, development, and organization of roadside or stationary deployment of Portable Emission Acquisition System (PEAQS), investigates repair issues and tampering of emission control systems and on-board diagnostics (OBD), and engages in community outreach and environmental justice concerns related to diesel vehicles and off-road equipment.

    Your primary role will be

    developing, maintaining, and deploying

    CARB's Portable Emissions AcQuisition System (PEAQS), which will remotely screen passing heavy duty vehicle emissions.

    In addition, you would conduct enforcement investigations and participate in field enforcement on heavy duty vehicles and equipment within the State of California.

    These investigations could include developing tools and methods to detect repair issues or deliberate tampering with emission control systems.

    You may also assist other teams within the Diesel Programs Enforcement Branch, and assist with special project assignments as needed.

    Working Conditions

    This position may be eligible for hybrid in-office work and in-state telework.

    The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy.

    While the CARB may support telework, some in-person attendance is also required.

    The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the positionunder Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need.

    Employees not residing in California are not eligible for telework.

    Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.

    Requires being stationary, consistent with office work, for extended periods.
    Standard office environment (artificial lighting, controlled temperature, etc.)
    Daily use of a personal computer, office equipment, and/or telephone.

    The most competitive candidates will possess an advanced degree in engineering, atmospheric sciences, chemistry, or a related field, and have a background in hardware or software development related to sensors, analyzers, and other electronic equipment that can perform real-time emissions monitoring, vehicle emission control systems, and/or vehicle on board diagnostics (OBD).

    The candidate should have a demonstrated history of courteous and professional conduct in the workplace, and knowledge of best practices for engaging with internal and external stakeholders in a professional manner.


    Other desirable qualifications include:

    a strong data analytics and programming background, experience with field work, experience with enforcement, and an interest in community engagement and environmental justice.
