JOB FUNCTION:
Supervises, plans, organizes, and directs the functions and activities of a project management section to ensure that all Energy Delivery capital project and/or program deadlines, budget planning & forecasting requirements, construction standards, governmental standards and service levels are met or exceeded upon closure of projects.
ESSENTIAL FUNCTIONS:
Plans, organizes, coordinates, supervises, and directs the functions and activities of the Project Managers to provide support to major Energy Delivery capital projects and/or programs.
Evaluates progress and performance of the Department and the results obtained, and implements actions necessary to achieve/maintain project and/or program scope, schedule, and budget.
Initiates, assigns, conducts, reviews, and approves project scope, schedule, budget, allocation of risks and contingencies for projects. Works with internal stakeholders to determine annual and multi-year targets and plans for program work.Assesses progress and performance of Project Managers and makes recommendations regarding performance actions necessary to accomplish project and/or program objectives.
Meets, discusses, coordinates, and negotiates with internal and external parties to maintain/expedite progress on projects and programs. Serves as a technical consultant to the Department, Division, Process Area and other management in the Company.Manages and administers all personnel matters of the Department, including performance appraisals and interviews; recognition of employee achievements; and disciplinary actions.
Ensures the safety and coordinates the training of all personnel under supervision.Supports the Manager, Project & Program Management in the development of systems, processes, procedures, and other activities as needed to facilitate the smooth and effective functioning of the Department.
Process Improvement– Develops and improves processes, procedures, information technology, decision support tools, and reporting systems to facilitate effective and efficient execution of job responsibilities.
Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.BASIC QUALIFICATIONS:
Knowledge Requirements
4-year college degree required. Advanced college degree is preferred.
Extensive knowledge of the principles and practices of: project management, program management, standards development, engineering and construction practices associated with electric utility facilities and systems normally acquired through extensive professional project management experience.
Project Management Professional (PMP) Certification from a nationally recognized organization such as the Project Management Institute (PMI), highly desirable.Licensed Professional Engineer in Civil, Structural, Mechanical, or Electrical branch or certified as a Planner by a nationally recognized professional society such as the American Institute of Certified Planners (AICP) is preferred.
Working knowledge of personal computers and related software applications such as: MS Project, UI Planner, Power BI, SAP, Microsoft Word, Excel, Power Point, MS Access, etc.
Working knowledge of federal, state and local laws, regulations and procedures specifically related to land development activities to enable electric utility operations.
Working knowledge of Company budgeting and forecasting system and procedures.Advanced knowledge about:
