Position Summary:

Brownfield Program and Policy Analyst provides statewide policy, planning and analytical support to the Remediation and Redevelopment (RR) Program, particularly with respect to the US Environmental Protection Agency's brownfield program. This position requires extensive knowledge of program planning principles to enable the employee to work effectively on a wide range of policy issues. This position will also administer federal brownfield grants, loans, cooperative agreements and other fiscal‐related issues. Conducting outreach and education is also a responsibility of this position.

The position is responsible for coordinating multiple projects and programs funded by the Remediation and Redevelopment Program's federal grants.

This position coordinates with other regional and central office RR Program staff in the development and interpretation of policy documents, supports administrative rule making efforts, supports the RR External Advisory Group, serves as a statewide single point of contact on specific RR‐related topics (e.g., liability clarification, deed instruments, brownfield redevelopment) and leads and participates in multi‐disciplinary and muti‐agency teams.

This position works independently and with other DNR Program staff, as well as staff from other state and federal agencies and other external partners and consultants to provide expertise, guidance and consistency with regards to federally funded projects.

Salary Information:

The starting pay is between $32.24 and $38.19 per hour ($67,060-$79,436 annually), depending on qualifications. Pay for all hires will be based on the compensation plan in effect at the time of the appointment. The pay schedule/range is A one-year probationary period may be required.

Remote Work:
Remote and hybrid-remote work is intended to be performed primarily in Wisconsin.

Qualifications:

Required qualifications include experience with the following:

Experience communicating technical policy information to technical and non-technical audiences (e.g., the regulated community and the general public).
Experience developing, implementing and reviewing environmental policy documents from cradle to grave including drafting, review, public comment, outreach, training and implementation.
Experience leading a team (e.g., reviewing people's work drafts, coordinating and leading meetings, developing agendas, directing team members in the implementation of an action plan).
Experience writing and editing technical documentation (e.g., issue papers, guidance).
