    Duties and Responsibilities
    1.

    *Manages the IFA Recharge Systems, including Job Order Services (JOS) totaling 2.3 million, Administrative Recharge System (ARS) totaling 2.3 million, and the Computer Services Recharge System (CSRS) totaling 1.2 million. The JOS work effort is 60%, ARS 20% and CSRS 20%.
    2.

    *Drafts annual budgets to assist in the establishment of billing rates.
    3.

    *Monitors accounts and prepares budget projections to determine if assumptions made during the annual budget preparation are accurate and/or whether rates remain appropriate.
    4.

    *Monitors and controls spending in accordance with budget plan and recommends changes to procedures to improve efficiency and reduce variances.
    5.

    *Maintains master file of JOS employees, billable hours, and work order requests.
    6.

    *Audits Job Order time sheets and applicable leave requests to ensure compliance with both UH and RCUH time and attendance policies and procedures. Assures work order requests have sufficient funds to cover time sheet charges.
    7.

    *Reconciles leave to IFA personnel records and OHR Leave Reports to prepare vacation accruals twice a year for approximately 60 recharge employees. Manages Vacation Reserve Accounts to assure coverage for vacation payouts, terminations and resignations.
    8.

    *Runs bi monthly billings for JOS and monthly billing for both ARS and CSRS. Creates Journal Vouchers to transfer funds from a multitude of Institutional, Federal and Private accounts into applicable Recharge Accounts.
    9.

    *Trains and assists Principal Investigators and Administrative Officers to read bi monthly JOS reports and use them to monitor manpower and billable hours, prevent work order overruns, and track charges by accounts.
    10.

    *Reconciles transactions between 3 systems; IFA ? s Financial Accounting Information System, the Research Corporation of the University of Hawaii and the UH Financial Management Information System.
    11.

    *Prepares year-end variance analysis, adjustments and closing entries.
    12.

    Other duties as assigned

    Minimum Qualifications
    1.


    Possession of a baccalaureate degree in Business Administration or related field and 2 year(s) of progressively responsible professional experience with responsibilities for accounting and/or an automated accounting system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

    2.


    Functional knowledge of principles, practices and techniques in the area of accounting demonstrated by knowledge, understanding and ability to apply concepts, terminology.

    3.

    Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with recharge systems.
    4.


    Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of management of recharge systems.

    5.


    Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.

    6.

    Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
    7.

    Demonstrated ability to operate a personal computer and apply word processing software.
    Desirable Qualifications
    1.

    Experience administering revolving or recharge accounts
    2.

    Familiarity with UH and/or RCUH administrative procedures
    3.

    Experience in a research institution
