Job Summary

Under minimal supervision, performs professional level work as part of a comprehensive risk-management and loss-prevention program; including safety, security, HIPAA compliance, worker's compensation, property/casualty, and other programs as required or assigned.
Example of Work
(Illustrative Only) Supervises, trains and evaluates staff as assigned; prepares and submits written reports related to all Risk Management programs; investigates incidents that may result in asset loss; conducts loss prevention assessments and analyzes loss incidents, with focus on insurance related issues; completes on-site consultations and job hazard assessments, identifies hazards, and evaluates loss producing potential of a given system, operation or process; trains County employees on all risk programs; analyzes history of incidents and claims, compiles, analyzes, and interprets statistical data related to exposure factors concerning occupational illnesses and accidents; participates in investigations of property, casualty and/or liability claims against the County; prepares reports summarizing investigative evidence, formulates and justifies decisions for actions; manages Yuma County Workers' Compensation (YCWC) claims to determine compensability or extent of injuries by interviewing claimants, witnesses, and other individuals and obtaining pertinent information such as police reports, internal accident investigation forms and medical treatment claims; communicates with departments on claims; process requisitions in County's Oracle system for payment of division expenses; completes insurer applications to obtain insurance coverage for the County; issues Requests for Proposals for insurance, safety, and other risk management related services; assists with Enterprise Risk Management Program, project coordination and maintain records related to such; serves as the County's Chief Privacy Officer, responsible for the development and implementation of the County's privacy policies, procedures to include HIPAA and other privacy related matters to ensure compliance; establishes processes for receiving, investigating, and documenting all complaints related to the County's HIPAA policies and procedures in coordination with other Department Heads and Human Resources; conducts medical privacy audits of departments to ensure continued compliance with all applicable federal, state and local legislation; stays current on the County's organizational structure, personnel policies, and federal and state laws to ensure compliance regarding risk management practices; regular and reliable attendance is required; performs other duties as assigned.
Experience and Education
Bachelor's Degree in loss prevention, safety, business management, public administration, or related field and three (3) years of experience in loss prevention, risk management, HIPAA compliance, property and casualty claims, or safety experience in an insurance, preferably in public sector OR any combination of education, training and experience which demonstrates the ability to perform the duties of the position; must have one (1) year of supervisory experience; must possess and maintain a valid Arizona driver's license; must obtain OSHA 10 and OSHA 30 certifications within one year of hire; requires successful completion of a background check.
Knowledge, Skills and Abilities
Knowledge of:
principles, policies, and concepts underlying contemporary insurance claims practices; Health Insurance Portability and Accountability Act (HIPAA) of 1996; relevant information regarding privacy laws related to access and release of protected medical information; Federal and State laws and regulations governing the insurance industry; Regulatory requirements established by the occupational Safety and Health administration (OSHA); Environmental Protection Agency (EPA); Consensus standards established by Uniform Building Code (UBC): National Fire Codes (NFC); American National Standards Institute (ANSI) and other entities; insurance, claims and safety and health regulations; government structure, occupational health, security, employment practices and processing audit evaluations.
Skill in:
Practical application of safety management and loss prevention principles and methods to prevent and minimize loss related incidents; applying managerial and technical aspects of loss prevention to a multi-departmental environment; evaluation, analysis, and decision-making; investigating, negotiating, and settling claims.
Ability to:
Interpret applicable standards and make appropriate recommendations; react to the diversity of various county agencies; work well with people of varied socio-economic backgrounds; communicate clearly and concisely both orally and in writing; speak effectively to large groups and public bodies; establish and maintain effective working relationship with employees, other agencies and the public; perform the essential functions of the job specifications with or without a reasonable accommodation.
Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing and/or pulling; some stooping, kneeling, crouching and/or crawling and significant fine finger dexterity; generally, the job requires 60% sitting, 20% walking and 20% standing; the job is performed under minimal temperature variations and in a generally hazard free environment.

Medical Coverage Category
The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ).
The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.
Plan Option 1:
Preferred Provider Option A (PPO) or PPO A 900 deductible with $10.00 Wellness Incentive. Employees who participate in the "Wellness Incentive" will receive a $20 monthly premium reduction.
Plan Option 2:
Preferred Provider Option B (PPO) or PPO B 1,200 deductible with $10.00 Wellness Incentive. Employees who participate in the "Wellness Incentive" will receive a $20 monthly premium reduction.
Plan Option 3:
High Deductible High Plan - Health Savings Account (HDHP-HSA) or HDHP-HSA with Wellness Incentive.
HDHP-HSA Wellness Incentive for Employee Only option can receives upto $240.00 annual contribution to a Limited Purpose FSA card.
Southwest Service Administrator (SSA)
Mexico PPO Health Plan:
SSA is available to employees who are enrolled in YCEBT Medical PPO Plan.
The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
