- Supervises, directs and manages the Public Works Division planning functions to Carver County standards and perform related duties as assigned.
- This position leads the transportation planning functions of the Public Works Division including multiple complex Public Works planning activities, projects, and initiatives related to a wide range of County and Metropolitan Council transportation planning and transportation plans, policies, and programs. Work and responsibilities are coordinated with Minnesota Department of Transportation (MnDOT) programs, plans, and practices, and with local townships and cities.
- Develops and leads in the implementation of the short- and long-term transportation elements of the County's Comprehensive Plan, the Roadway Systems Plan and other related plans and programs, in coordination with multiple agencies including MnDOT and the Metropolitan Council. Work with other communities, officials, neighborhoods and businesses to prepare and implement area plans, special studies, special programs, and other similar initiatives.
- This position will serve as a project manager and lead multiple project management teams with diverse backgrounds, while striving to meet county strategic goals for major planning efforts, corridor studies, comprehensive plans and other public and special projects. Lead and coordinate transportation planning, multi-disciplinary technical and environmental documentation and reports, and other special elements. Create, track, and meet work programs, project budgets and schedules. Develop requests for proposals and manage associated consultant contracts.
- Identifies, develops and leads various types of grant applications and grant programs related to the County's transportation planning and related infrastructure planning, policy, and investment programs. Coordinate the implementation plans of various Comprehensive Plan and corridor studies, prepare project or sub-area budgets, and facilitate administration of specialized program grants. Foster and maintain working relationships with grant program groups. Write various grant applications and prepare related data, analysis, exhibits, and maps.
- Manages, leads and coordinates the Division's legislative efforts to secure transportation, parks and trail project funding from the state and federal levels of government.
- Manages, leads and coordinates the Division's development review program with other Public Works staff for their input and guidance. Review specific land development proposals for compliance with specific transportation plans and any adopted corridor studies. Lead the decision-making process for development proposals that don't follow guidance or adopted policies and studies to protect the Division's goals and objectives. Develop and submit Division review responses, coordinate, and correspond with applicants and affected agencies.
- Provides assistance, advice, and guidance related to the County highway right of way ordinance permit activities. Coordinate county standards and codes and development reviews with the Permits Manager for inclusion in permit special requirements.
- Responsible for the management of the right of way permit review process by providing oversight and leadership of the Permits Manager.
- Plans, organizes, and implements planning and related special reports and projects, activities, cross-functional agency teams and relationships with other local jurisdictions, consultants, and state and federal agencies.
- Conducts research, draft and edit technical reports and memos, develop and present materials for public and agency meetings and events, correspond with internal and external clients, and coordinate with multiple agencies, organizations, community groups, and the public.
- Compiles, maintains, and analyzes GIS and other similar data relating to transportation and regional and urban planning. Continually strive to streamline processes and tasks utilizing technology.
- Provides staff support to citizen task forces, oversight committees and other public policy groups as assigned. Provide administrative and technical assistance to elected officials, and related boards, commissions and committees.
- Participates in the public project involvement process; attends public and landowner meetings to understand public concerns and to explain project design. Represents Public Works in relations with the county board, other government and permitting agencies, utility companies, businesses, citizen groups or individuals to answer questions and/or resolve complaints while carrying out contracts/objectives of Public Works. Specifically, will represent the Division on Metropolitan Council committees and other similar regional and statewide committees and task forces.
- Works with the Public Works Division Director to build and maintain the Public Works team work environment to maintain and build effective working relationships with other public officials, staff and the general public. The employee is responsible for maintaining a safe environment for self and others and is accountable for such as described in the Carver County Personnel Policy. Regular attendance is essential to the maintenance of a smooth and consistent work flow of the employee's responsibilities and the functions of the department as a whole.
- Bachelor's Degree in Urban and Regional Planning, Transportation Planning, Urban Studies, Community Development, or related field

JOB SUMMARY
The Transportation Planning Manager directs, coordinates, and manages the transportation, parks and trails planning functions of the division, and performs related duties as assigned.
The Transportation Planning Manager works under the supervision of the Assistant Public Works Director / Deputy County Engineer will assist the Public Works Director / County Engineer and the Assistant Public Works Director / Deputy County Engineer in the multi-faceted activities and functions of the County's transportation, parks and trails planning and related infrastructure planning, policy, and investment programs. The Transportation Planning Manager will lead and develop multiple complex planning and public works activities, projects and initiatives encompassing a wide range of transportation, parks and trails plans, policies, and programs.
The Transportation Planning Manager is expected to be part of many Public Works teams, foster and maintain working relationships with diverse stakeholders, write technical reports and memos, develop and present materials for public and agency meetings and events, correspond with internal and external clients, and coordinate with multiple agencies, organizations and the public. This job is also expected to help create, track, and meet multiple plan and project objectives, budgets, schedules and contracts. This position will represent the County at meetings and on committees involving the public and officials of federal, state and local government agencies. This position will serve as a project manager and lead multiple project management teams with diverse backgrounds for many different types of transportation planning projects involving federal, state and county funding programs, standards and requirements, while striving to meet county strategic goals.
Upon completion of necessary training, this position is eligible for partial remote work.
