Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class examination for which they are qualified.

This position may be filled as a one-year traineeship. Tax Compliance Agent Trainee 1 starting salary is $51,857 + Location Pay.


NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Tax Compliance Agent Trainee 1:
Either 1.

Two years of full-time experience in which 50% or more of your time was spent dealing with the general public.

You MUST indicate the percentage of your time dealing with the general public.
OR 2.

Two years of full-time experience in a position where your primary responsibility is the collection of debts, which MUST include contacting debtors in person or by telephone for the purpose of arranging payment.

OR 3.

30 semester credit hours of college-level study AND one year of full-time experience in which 50% or more of your time was spent dealing with the general public.

You MUST indicate the percentage of your time dealing with the general public OR one year of full-time experience in a position where your primary responsibility is the collection of debts, which MUST include contacting debtors in person or by telephone for the purpose of arranging payment.

OR 4. 60 semester credit hours of college-level study.


Tax Compliance Agent 1:
Either 1.

Three years of full-time experience in which 50% or more of your time was spent dealing with the general public.

Duties Description
The incumbent must be able to perform the following essential functions:

  • Communicate effectively, both verbally and in writing, with the public, taxpayers, representatives, and Department personnel, by responding to inquiries either in writing or by telephone
  • Create and issue legal documents, such as warrants, levies, and income executions, to enforce collection of delinquent taxes
  • Work independently and exercise good judgment monitoring multiple tasks or work assignments
  • Be detail oriented and organized
  • Demonstrate initiative and selfmotivation
  • Develop and use strong analytical skills
  • Effectively and efficiently manage a collections case load based on unit policies, procedures and the Tax Law
  • Adhere to the secrecy provisions and confidentiality rules of the Federal and New York State Tax Law
  • Adhere to the Department rules and policies including Code of Conduct, ethic practices, time and attendance rules and regulations
