Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


NON-COMPETITIVE MINIMUM QUALIFICATIONS (NY HELPS):

  • A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
OR

  • Current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM).
OR

  • Current certification from the Project Management Institute as a Project Management Professional (PMP).

Substitution:

a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

COMPETITIVE MINIMUM QUALIFICATIONS:

  • Reachable on the appropriate eligible list for this title and location.
OR

  • Current NYS employee with at least one year of qualifying permanent service in a title eligible for transfer under Civil Service Laws, Rules, and Regulations.

Duties Description
The Project Manager 2 will report directly to the Systems Innovation Division Project Coordinator and will be responsible for the following:

  • Manage multiple projects of small or medium scope and assist in coordinating portions of larger projects.
  • Develop and implement project management plans and supporting documentation.
  • Interact with stakeholders and coordinate the activities of the project team to ensure that the project objectives are met.
  • Perform risk analysis and manage mitigation activities.
  • Evaluate solution performance against business goals and objectives.
  • Demonstrate strong, professional, respectful communication skills, both verbally and in writing.
  • Organize and maintain a project management library and project tools repository.
  • Implement project management processes and policies.
  • Maintain effective professional work relations with individuals, teams, and contacts both with ITS and Tax.
  • Supervise lowerlevel staff.
  • Adhere to the Department's time and attendance rules and regulations.

Additional Comments
Telecommuting may be allowed after 6 months in accordance with Department policy.
