The purpose of this job is to manage utility demand-side management programming, distributed energy resource integration, public communications, marketing and advertising, and economic development.

Serves as primary coordinator of information and program services between the utility and its customers. Addresses business issues, industry trends, and utility-related matters for the city of Columbia Utilities.

Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job.

Supervises, manages, and evaluates assigned employees and makes decisions about hiring, discipline, and/or termination of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries; and acts as a liaison between employees and management.
Oversees strategic planning and implementation of utility initiatives to reduce customer demand through efficiency programming and renewable energy integration on the grid while increasing public engagement and awareness of utility programs.
Manages all public communications, marketing, and advertising for the City of Columbia Utilities.
Manages engagement with utility customers and collaboration with city departments.
Provides program analysis, development, and oversight. Conducts presentations of projects, programs, reports, and plans.
Regular attendance is a necessary and essential function.
Performs other duties as assigned.

Supervisory Responsibilities

Work requires managing and monitoring work performance by directing multiple groups of employees across more than one business function (i.e., accounting, payroll), including making decisions on hiring, disciplinary actions, evaluating program/work objectives and effectiveness, conducting performance evaluations, and realigning work and staffing assignments, as needed.

Fiscal Responsibility

Position has limited fiscal responsibility.
May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor division or program/promotional level budget and expenditures.

Education and Experience - An equivalent combination of education, training and experience will be considered

Education and Experience

Bachelor's Degree in Business Administration, Engineering, Energy or Environmental Management, Public Administration or related field
5 to 7 years experience in utility-specific experience, preferably in demand side management, alternative energy, energy conservation, or resource recovery.

Utility functions and operations related to customers and the utility industry.

Lead a team and project(s) from initial concept through final closeout.

Regularly use a computer, software, phone, and related office equipment.
