    Waipahu - Aiea, Oahu

    Epidemiology and Laboratory Capacity for Infectious Diseases (ELC)
    Administrative Specialist

    $4,337 - $5,282 per month, salary commensurate w/ training and experience

    Exempt, non-civil service, full-time, temporary appointment. The primary purpose of this position is to provide support to the administrator for the Division's projects including tracking project status, grant management, laboratory remodeling, and construction projects are completed within the allotted timeframe.


    Minimum Qualification(s)

    EDUCATION: Graduation from an accredited four-year college or university with a baccalaureate degree preferable in personnel management, public or business administration, accounting or related fields.

    EXPERIENCE: One and one-half (1 1/2) years of specialized experience - i.e., business administration, public administration, or other responsible professional experience, which required a high degree of analytical skills (e.g., operations management, business analyst, budget/fiscal analyst, etc.) and which involved evaluating and improving elements such as managerial policies, systems, work methods and practices, personnel needs and utilization, and quality of services rendered, of an operating program.

    Substitutions allowed: A master's degree in public administration, business administration or management from an accredited college or university maybe substituted for one (1) year of the required Specialized Experience.

    KNOWLEDGE: Knowledge of the principals and practices of public administration preferable as applied to public health. General knowledge of the principals and practices of budgeting; personnel and fiscal management, legal status, and functions of public health and allied agencies; familiarity with the functions of various professional groups in health and community resources.

    SKILLS AND ABILITIES: 1. Ability to formulate budgets and operational details while adhering to plans, policies, and procedures. 2. Ability to maintain effective liaisons and communicate effectively both orally and in writing. 3. Ability to research, analyze, and resolve administrative problems, including interpreting and/or explaining applicable rules, regulations, policies and processes. 4. Skilled in program administration, problem resolution, budgeting, contracting, and report writing.

    LICENSE: Valid Hawaii driver's license is preferred.
